Non-Academy Conscription/Cultural Exchange

According to this site, there are Conscription and Cultural Exchange mission outside of the Academy and faction Specific Alpha quadrant ones.

I've yet to see a single one. What's the deal?

    The Fed ones were always rare. They seem to have gotten a lot rarer since the sector space revamp. The KDF ones used to be very common, but that was TOO common as they would pop up almost every time you visited OL block. Not sure when the last time I saw one was. :/

    But, if you're looking, go to sector space near your HW, and check personal.
