Bring Back Chef Billy

I'm not sure where to feedback this, but I'm posting it at Fed-Discussion.
The Winter Event before Delta Rising, which later, annoying Neelix comes out, there was this Chef named: Billy (someone in Winter Wonderland named the Chef as Bill Mayes, as his voice sounds like him).
Now, in the 2015 Winter Wonderland, there's no Chef Billy. I wonder if the Dev can take a look into this and add him back.

Anyway, I don't mind Neelix. As long as I don't have to eat any of his more bland dishes, he can stay.

Neelix has always been my most favorite character on Voyager. Dunno why he gets so much hatred.
