I agree with the OP. Crafted weapons with the right stats are much better than rep- and fleet weapons. Once you get your hand on one of those antiproton crtdx4 weapons, everything else will be trash. There's a big gap between crafted and rep/fleet weapons. Cou can reach ~50% CrtH with the right equip/skills, so CrtD is even more important on ground combat. I can reach more than 900 dps in NTTE and I don't think that this is possible with a Fleet/rep weapon, because they don't have enough CrtD.
It doesn't matter if you think the rep weapons aren't worth it. You need to get them to play end-game space barbie. Besides, quite a few of them are not bad at all once you have upgraded them. They are perfectly good enough to give to your boffs if you don't want to use them.
I don't always feel like endlessly grinding for hours with little to gain from it. But when I do, I choose Star Trek Online

All my boffs use rep-equipment. It's just not enough for my admiral. And I wish I could change the skin of the weapons.
Meh, I pick my ground weapons based on the appearance of the beams more often than their stats (except against Borg, then I use my boomstick because remodulation is a drag). I get the rep sets for the costume unlocks.
Game's easy.
If you use the T3 Omega reputation ability, you shouldn't have to remodulate more than once or twice in one mission, with most weapon types that is.

Oh and fyi, I still rock the hell out of the Omega carbine, and I prize the undine bio rifle along with the voth rep rifle, as I prize versatility over total dps, and all 3 deliver good enough!

Rep and Fleet Ground Weapons Suck. Don't waist you Dilithium on them. Everyone in high end ground DPS circles knows this. Crafted ground weapons are better in every way. Maybe this is a way for Criptic to get you to waste dilithium? They need to buff Rep and Fleet Ground Weapons. Crafted weapons are also ugly as heck with those holograms on them.

Anyway OP, you are wrong in so many ways. People equip to suit their characters and play style. I totally enjoy my Borg Prosthetic and it is more than adequate to take on the job I require of it. You obviously need to restart the game and actually play the tutorial if you can't see that the issue is obviously you!

The OP only wrote that crafted weapons are better. That's a fact. That you are satisfied with your rep gun doesn't change that.
Better at having selective mods?
This is not new news, as we already see the heavy use in space as well, but it doesn't mean rep weapons are totally useless and not worth investing in, as they still can easily accomplish every goal needed!
Being just "good enough" is not what you farm and level up your fleet for. It takes way more effort for a fleet to raise its level, just for "good enough" equipment. I'm just stating fleet weapons should at least be on par with crafted weapons.
