You can do better than either. Specifically save up the dilithium for something from the c-store (I know, it's a lot more but if you want to use the ship for combat it's going to pay off in the long run.)
But if your heart is set on one of the cheap T5 alternatives, I'd go with the patrol escort. The Star Cruiser has very limited damage dealing potential while the patrol escort is, well, an escort. It's tolerably setup and if you want to go back to a cruiser your assault cruiser is still waiting (which is preferable in any case to the star cruiser.)

If EC isn't a problem for you, make sure you check into the mirror variants of the ships you're looking at. They're often better in terms of seating/consoles etc than the free/dil versions. Prices for mirror ships just went way up due to admiralty but even so, depending on how much dil you have, you still might be able to convert to zen, buy keys and sell those for the ec to buy a mirror ship.

I Can do 35K DPS with mine and Im sure some DPS wizards can do more with it. You wont break any DPS record with it but it can pull it's weight if builded well. It's a fun ship.

Well I gave it another go in the Delta Quadrant. Totally tooled up and it was still a dog.
The firepower is impressive, while it lasts. the problem is, I couldn't make it last.

The heavy phaser cannons looked very pretty and DS9. They even kicked in a shield but they then just started burping until I got rapid fire again.

Technically, its true. It does have limited DPS potential. It's no Scimitar after all. But then this is a very easy game, so you don't actually need that much DPS potential to succeed if you know how to realize that potential.
35k is more than enough not only to pull its weight, but also to carry a team of newbies in their trash builds with it.

I do love the old spoon-whale, even if it's not the greatest ship. The recommendation upthread to dil up some science ships is a good one, there never seems to be enough sci in Admiralty.

I found both the Patrol Escort and the Star Cruiser great fun to fly, my initial 2 characters each flew one. The Patrol Escort stands out as one of the beefier escorts IMO, it can take quite a bit of damage. The Tempest variant from the C-store also comes with a very nice "artillery" console.
The Star Cruiser, as noted above, is not the best ship by any means, but it can still pack quite a whallop. It is easily the tankiest basic tier 5 ship, although I had to slap some RCS consoles on mine to get it's turn rate into an acceptable range (currently running 3 of them, the R&D special and 2 fleet ones put me over 20 turn rate). It is a great looking ship though, I'm using the Vanguard triangular saucer and the compact Nomad hull on mine and it's still my favorite design after all these years.

I will stay with my Sovvy.
