Two Questions from a Returning Player

Question 1: Is this right?
The Retrofit Phaser only has a 2 DPS? I seem to remember it being more useful than that the last time I brought a new character through this mission (Devidian Arc). Is that a typo, or is the weapon really that useless?
Question 2: Just a few minutes ago, I completed the Klingon War Arc with my Federation Delta Recruit. I completed all of the Iconian Objectives along the way. However, it's not letting me "purchase" the Klingon War Arc Delta Package from the Temporal Agent on ESD. On top of that, when I access the Temporal Agent with my Delta Recruit and choose to "View Available Rewards," I just get a blank message box with a "Return" button. Is all that some kind of glitch, or have the Delta Recruit Rewards been completely removed from the game?

You won't get anything from the TA except for the two items you unlock along the way, the packages from him are only given to other non-Delta characters on your account. When you complete one of the Delta objectives you click on the highlighted box and use the claim button below to either get a box in your inventory (levelling rewards) or an amount of EC/dilithium/marks credited to your character directly (story rewards). The rewards are still in the game, finishing off a couple of Deltas myself.
2) not sure what DR stuff is still out there but its no longer going on and some of it may have been disabled. Some rewards require you to be a certain level. If you had an old misison and just now did it, and it was supposed to reward DR stuff, its probably not gonna happen, since the DR stuff is long over.

Regarding the TA, I finished the full Federation Klingon War Arc with a Delta Recruit, so I should be able to use my non-Delta Recruit, Level 60 Federation Officer to claim the package for it. However, it won't allow me to claim it, saying that the Arc has not yet been completed. Is there a way around this bug? I did not skip any missions.

Is this normal or a bug? Cryptic's last announcement about the changes to the Dominion/Cardassian Arc made me think that the Delta Arc Prizes were still valid, even though the Delta Recruit Event itself had ended. But I can't figure out how to redeem my prizes that are still available. Any help would greatly be appreciated!
