Acquiring Hearts and Minds?

I'm having trouble getting started on the Hearts and Minds mission on a fairly new Federation character that is over level 11 due to doing the weekly events/bonus weekend but hasn't progressed much at all on the main storyline (it looks like the last mission completed was Task Force Hippocrates in the Klingon War).
When I go into Calendar and click on Hearts and Minds, the usual info box for a mission appears, but both Hail and Transwarp are greyed out.
I tried to access it through the "Available" tab, but the only Franklin Drake mission that shows up is "Skirmish" (which looks to be the next Story Mission).
I tried flying to Donatu, but there is nothing I can access/with which I can interact.
Is there something obvious I'm missing/doing wrong?

Hopefully the lack of storyline progression won't be an issue once the mission is available.
