Explain the 3rd rank of diplomacy "diplomatic immunity"?

And the KDF equivalent "assign raiding party". I just achieved this and wondering now what do i do with it?
I can go into Fed territory as kdf.....ok fine, but i can do that regardless due the the sectors walls being taken down.
Is this obsolete and useless now?
What about special doff missions?

However both of them grant sector travel speed boosts when you use slipstream or other engines that allow you to travel beyond Warp 10. But you have to have them 'given' to you by another player (like a buff). AFAIK just earning DI/RP yourself does not give you a speed boost, but you can grant DI/RP to another player and they gain the boost for about an hour.
Back before the sector walls came down (and before 'Tour the Galaxy' was changed to an anytime daily) people would get these buffs for the speed during that hour. Back then it was fun when everyone charged out of ESD to race around. It actually felt like a race.
Yes, I fly a Dreadnought cruiser. Deal with it.
So if im rank 3 i can grant this speed boost, but i myself cannot enjoy the speed boost even though im rank 3? That seems silly.
I guess ill have to wait for rank 4 for the real goodies.
Although the T4 Opposing Faction BOff is always a plus.

Way back in the day diplomacy was added to give something else to do besides combat. There's still a few FED missions in the social hubs (Starbase 39 Sierra, Bajor) where you can complete a little mission for a small amount of diplomacy Xp. Then doffing was added and some of the old diplomacy missions (ex. first contact assignments, memory alpha dialog-based mini missions) fell out of the game.
The rewards for diplomacy/marauding are basically there as artifacts of old development ideas. T4 incidentally provides a few goodies (including the ability to turn surplus doff xp into fleet marks at one of the terminals at your fleet's starbase) but they're much less important now than they were a few years ago.
