Didn't work for me either. Game launcher is just hanging, with a message "Logging in please wait" with some flashing icons below it.
Obviously my modem and internet connection are okay, otherwise I wouldn't be here in the forums!
Since the last maintenance my launcher has got slower and slower at each logging!
EDIT.
Found if I start the launcher again from Arc, with the current one running. I can get another launcher to pop up, which I have to enter my details. Its still slow patching though.
Same... "Attempting to connect to controller tracker" endlessly. It's not an IP release/renew issue. All other connectivity (including here) works fine.
EDIT: I recently cleared all my Chrome web cache which reset all my cookies. Getting on to the Forum reset my PIN. Once my PIN was reset, a reload of the login page worked.
Reboot and wait for machine to finish loading etc.
Disconnect wi-fi connection and turn off Wi-fi, leave for 30 seconds and reconnect.
Launch game from the original launcher, not Arc (check your Startrekonline folder for the Star Trek Online Launcher).
I'm based in the UK btw, on a 14.5Mb, unlimited data connection and I get no lag and almost no SNR's. I have heard that US ISP's are alot stricter with net traffic, although you shouldn't have problems if you have enough bandwidth as this game doesn't use alot.

sounds like connectivity related issue... Have you restarted your modem/router hardware?
