I played STO for some time when it was initially released on a subscription model, and have been a returning player ever since. After about a rather long break (16 months I think) I decided to look at the new content. I was very excited to see new levels and quite a few new episodes. I have now played until level 56 and I am done. My initial goal was to get to 60 while playing through all the new content then purchase one of the new T6 ships to play around with.
How on earth does one level with next to no content? I like this game as I am a Star Trek nut, but repeating missions ten or twenty times does not sound like fun to me. To add insult to injury, I was clearing out my mission log and decided to finish "Friend of My Enemy". Not the greatest of game play (i.e. boring) and I can't even hand it in for the meager Skill Points it awards. I now understand that this content was removed. It seems that it was never removed from player's mission logs? Pretty big oversight if that was the case.
Anyway, a lot of the content is really cool, but can't be bothered to grind endless levels to see the rest.

Don't bother with mission replays for xp, gigantic waste of time. For farming XP some delta patrols, some queued missions and some battlezones (voth & undine) are a decent sources to grind to 60. There also now the monthly featured episodes which get new rewards added every week, XP may suck but the rewards are always pretty decent.
But all in all, get ready for some pain on charcters who are 50 and are done with all the older epiodes.
The romulan arc got heavily reworked and that one got cut in the process. No wonder you can't proceed/finish it since it dosen't exist anymore.
Also posting in threads which were left alone for a month or longer is a bad thing around here, please watch out for that in the future.

One plus side, the new Admiralty system coming out with season 11 should help a fair bit. It unlocks at level 52 and a lot of the missions on it reward a sizeable amount of XP. Other than that, being smart about where you play is about the only option you have. Patrol missions are a favourite because of their higher levels of XP per time of play, or Red Alerts are also a good way to go as they reward double XP.
Taking advantage of XP event weeks is also a good idea. Double XP week plus Red Alerts with double XP = good times.
New XP curve is definately designed for new toons, and not surprisingly they can level without problems.
Also, you don't need to be lvl 60 for T6 ships.
