We know that science ship choices for Romulans and Klingons are limited, and it is my hope that Cryptic takes the opportunity offered by Season 11's Exploration focus to remedy this. But what should such a ship be?
Please take a moment to think through your design to insure you aren't creating a Project Habakkuk, then post in the format used by STO Wiki:

Using an old T3 Mogai Warbird hull, the ship is gutted and the frame is reinforced. Power generation distribution upgrades allow the installation of more powerful shields and a third weapons hardpoint is added to the rear, with the ability to mount dual cannons retained in the unmodified forward mounts. Although fewer crew are required to operate the modernized Mogai, the ship retains the capacity of 900 crew to accommodate scientific missions and colonization efforts.
The BOff station layout of the Mogai is largely retained, with an upgrade of the Lt. Science Station to Commander, and the installation of a Lt.Cmdr Universal BOff Station, and both Pilot and Intel hybrid stations are included. Console layout is augmented, with two additional Engineering and Science consoles added.
A new computer system is designed to integrate new technologies with the old warbird hull. This wholly new system supports the Science Ship abilities.
With the new ship design a new weapon design becomes possible. This new weapon goes back to the roots of Romulan weapons designs as an upgrade of the Plasma Torpedo. The Enveloping Plasma Torpedo Launcher is a spinal mounted weapon with a 30 degree forward arc of fire. This weapon is charged by the ship's singularity core, and can be launched when the singularity level reaches 5. When fired it has 10,000 hit points, but this pool diminishes with distance traveled and with damage inflicted upon it by AoE or targeted attacks. (1:1 ratio, so inflicting 200 points of damage reduces the torpedo's hp by 200.) The torpedo travels as a High Yield torpedo, and when it strikes its target it envelops the target in a plasma explosion, inflicting its remaining hit points as a plasma-based energy attack on the shield face it struck, with half that inflicted on adjacent shields, and one quarter on the opposite shield. Any hit points inflicted in excess of any shield face penetrates to inflict hull damage, with a plasma burn effect similar to the High Yield Plasma Torpedo. (Striking an unshielded ship would result in 2.25 times the torpedo's remaining HP on the target.) Consoles which buff Plasma and Torpedo damage increase the potential of this weapon, but it cannot be modified by the Bridge Officer Powers Torpedo Spread or Torpedo High Yield.

Irrelevant to the topic: this is not a discussion of what will be, but of what players would like to see.
Using an old T3 Norgh hull, the ship is gutted and the hull reinforced to accommodate more powerful engines and a more robust power distribution network. The versatility of the Universal BOff stations are retained, with the replacement of a Warrior universal station with a Lt. Cmdr Tactical/Pilot station and the addition of a Commander Science/Intel station. Accommodations for 50 additional crew to support intelligence operations are added to the ship.
Integration of Federation science technologies allows for a more robust computer system. While this supports the traditional Science Ship abilities, Klingon naval architects have also used this computational power to enhance their ship's ability to evade detection while activating the battlecloak. When the Photonic Decoy Universal Console is activated the ship cloaks while a holographic decoy is generated which mimics the ship's actions, absorbing any attacks intended for the parent ship as it slips out of detection range. Of course, this decoy does not prevent area of effect attacks from damaging the cloaking ship, but it does improve the cloaking ship's stealth while it lasts. It can absorb up to 20,000 hp of damage, (the photonic ship has no shields,) but the generating ship must be within 10km to maintain the hologram.

Console: Universal Photonic Decoy
Mask Energy Signature: +25 (+50 for 30 seconds when activated)
Photonic Decoy: When activated the Battle Cloak is automatically engaged, while a destructible photonic decoy of the cloaking ship is generated in the place of the ship. All target locks on the cloaking ship are shifted to the decoy, and the cloaking ship receives a large boost to its Mask Energy Signatures captain skill.
The console can be used on any Bird of Prey.
Like the namesake of this class of vessel, the Kor is an aging warship which outlived its war. It is hoped that the conversions will allow these aging hulks, which would otherwise decay and vanish into history with no great deeds attached to their names, to have one last chance for glory before their end.
