Uhhhh that was weird.

So yeah, i run a fleet, and keep in mind, i know every single rank 6 member in my fleet. Only rank 6 can promote to rank 6 in my fleet, except rank 7 of course. No one would click promote on this guy, that could promote him. Trust me. lol.
I log in, and there, at rank 6 is a guy named Emergencymedicalhologram, i wont share the @handle in case of a ToS violation, at rank 6 in my fleet. I immediately demoted the guy, then, asked him who he was. Seemed an alright feller, so whatever... we had a nice conversation, he didn't mess with anything, even though he had the rank too, so i will say whatever.... etc.
Anyway he kept getting the regular no-fleet, random invites, from Invalidnameentity or whatever.... and he said he was at rank 6 in those fleets too. I sat there and watched it. He didn't TRIBBLE with anything, but he did also say, our fleet bank was empty or something, which, it definitely is not.
If he was telling the truth, luckily this guy, doesn't have a thieving kind of mind lol. If he wasn't telling the truth, there is a glitch where someone can invite themselves to a fleet, and they can promote themselves or are automatically rank 6, when they join.
Just a heads up. This guy is a nice feller, but ive been doing this for four years lol, something didn't seem right here. He kept hopping fleets, or something. I did save the screen shots of my chatbox, but i wont link them here either, incase of a ToS violation.
Oh and the only record of him being in the fleet, was when i kicked him. There was no, "joined fleet" in the news tab for that guy, or when he left the second time, no "has left" in the news tab.

Well the other fleets this person joined after mine, i didn't know the names of them off hand, and his @handle is not in any of the armada's fleets.
Fleets he said this happened to earlier before i logged on, were Starfleet dental, and P-Fleet. He said he got a random invite from both of those fleets, i know of both of those fleets, and they don't seem like the random recruiting kinda fleets if yah follow me.
PERHAPS! That or its the Partying i have done this summer! HA!
