You go in game then go to the C Store which is on the far lower left of the little square menu on the upper right side of the screen. Then go to promotions. It might also be in ships tab.
Captain Jean-Luc Picard: "We think we've come so far. Torture of heretics, burning of witches, it's all ancient history. Then - before you can blink an eye - suddenly it threatens to start all over again."
"With the first link, the chain is forged. The first speech censured, the first thought forbidden, the first freedom denied, chains us all irrevocably."
I had assumed you knew your way around the game, my apologies. This isn't meant as sarcastic either - cause usually when ships are made available to us for free, and within the c-store, it's via the ship section, whereas in this instance, it isn't.
Essentially, you need the Arc Client. Under the Arc symbol is a drop-down where you can redeem codes. If you still got the old Cryptic launcher (or Steam), you don't need to use Arc to start the game*, and can still use the old launcher, but you need Arc to redeem codes. Arc is basically PWE's equivalent of the Steam Client, GOG Galaxy or Origin. (I don't think anyone would want to have them all running on the same PC all the time.)
Once redeemed, you probably get the rest in the game (check the Promotions Tab in the C-Store).
*) But if you do so, I believe there is still a special reward for using Arc. Khan hair style and torn shirt, I believe. Unlocked for a character the first time you log in with that character.
Star Trek Online Advancement: You start with lowbie gear, you end with Lobi gear.

Don't quote me, but I don't think it is.
