Starship power insulators nerf?

I have taken a great deal of effort to create a buffer for my ship to try and stop my shields from instantly evaporating from shield drain attacks. I bought and quested for everything with power insulators. Since the last patch, it's like they dont even exist. My shields are instantly wiped by any enemy. What gives?
