Why doesn't the "beam up" button work on fleet stations?

Simple question: why doesn't the "beam up" button work on fleet stations? Why do they force people to go back to the transporter pad to beam back up to the ship? Is there any story-related reason for this, like our ship's transporters stop working every time we are on a fleet station?

    I look at it this way: When I dock at the fleet starbase, I'm granting shore leave for the entire crew, and all work stations on-board ship are locked down. Life support is kept on minimum, and control of the ship is turned over to the stations computer.

    So, in my head-canon, there is no one on board to operate the ships transporters. When I need to return to the ship, all ship personnel are recalled to duty.

    I think, at the time, Cryptic thought the Fleet station was soooooo awesome, you should be hindered to leave. Which is kinda silly. If you can leave ESD the regular way (without having to walk to a transporter), you should be able to leave your Fleet holding that way.

    I leave my own ship by being tansported from my very own bridge to... possibly my very own bridge. Having to walk to the pad in fleet stations is probably just a form of some mechanical oversiht/incompatibility that couldn't be fixed. Kudos to people creating their own theories around it but in my opinion that's like finding lore explanations for costume differences in the 60s and 90s, so... nah.​​

    Security reasons. Transporting willy-nilly into and out of a Starbase is not allowed. You must use the pad as it ties in with the controls to open up the Shields protecting the base. Remember Dagger of the Mind/Tantalus V and Whom Gods Destroy/Elba II. Both facilities were protected by force Shields that inhibited transport.

    The real answer? Cause the producers and designers seem to lack any comprehension about the importance of consistency in UI design. Most likely they let the programmers implement things however they feel like doing it and then just go with it.

    Funny story. When I started playing in May I picked Romulan and I aligned with the Klingons. So one day I decided to head to Qo'nos cause I wanted to see it. Warped in and sat there. Sat there for probably a minute wondering where the pop up was for the beam down like New Romulas. Everyone was parked so I didn't clue in with that to do. So a few days later I decided to start a Klingon just so I could see Qo'nos. And lo and behold, in the tutorial, they teach you to fly at the planet. Up until that point in the Romulan arc, that sort of mechanic was never used. The game is not newbie friendly at all.

    However, occasionally you can actually use the 'beam up" button. Sometimes it glitches and when you use it, it returns you to the map that you left to go to the base. Same as "Return to Sector". But it only happens very rarely.

    Cause Cryptic doesn't think things through or just doesn't care to be bothered w/ such things and it's too hard to go back and reprogram it in.

    Speaking of beaming around. My klingon once exit to space sector/back to the neutral zone from Risa, I appeared in Sol system...
    Imagine the feddies faces when they see a klingon warship suddenly appear on the Federation capital...
