So PWE has given us a new T6 Ship with a 4 console set with the 4th piece coming from the Kabali cruiser, but the Command Battlecruiser set cannot be used on the Kabali cruiser. Okay, so this was a real brain dead move. Making a four piece console set that you cannot use the remaining three consoles on the ship that one of the four piece console set comes on.
Fix: Lift the limitation to this console set to include the Kabali cruiser. Easily done.

1) The consoles from the C-store command battlecruisers are awful, why would you waste your time using them?
2) The Kobali ship is awful, why would you bother using it other than to get the console and starship mastery trait? (I guess if you like the look of it and are willing to put up with the poor stats, that this doesn't really matter.)

With a couple of +Turn consoles like Fleet Neutroniums, and points in Pilot for more +Turn the Kobali becomes less awful. For a free ship it's not that bad.

1) they're great for someone without maxed out gear. the 4pc set gives the same buff as a mk XIII purple tac console. The tetryon platform is one of the best shield drains in the game and the phaser/disruptor/plasma beam platform gives a nice bonus to torpedo damage.
2) it's not that bad; it has 3 tac consoles. More are better, but 3 is enough.
The only reason the 4th console is worthwhile is that if you're not chasing max DEEPS, you can set up a solid defensive position with double mine-laying weapon turrets and a full 10km range Tachyon Beam platform that targets 2 or more NPCs (I forget how many it targets at once exactly). And the shield platform is boosted to also heal allies (and stacks with Biomolecular Shields (T5 CC Active Trait) and Rally Point).
Granted, the consoles are highly situational, but they do work pretty well for support. Best use of them is during the Gate queue, where you have to protect the ships as they head for the planet. Just park at a common Rad Gate spawn point in your section and deploy as needed, using both Rally Point and the Shield Platform to heal up the NPC ships while letting the Turret and Tachyon Platforms help you strip and weaken the nearby NPC raiders.
They also work pretty well vs big bosses; set up camp next to one while augmenting your teammates who also sit within, while the Tachyon and Weapon platforms help wear down the boss's shields and shield healing yourself and teammates. Again, the 4-set is predominantly for defensive/support play.
The 2-pc is nice; being a Mk XIII or so RCS Console with a ResAll mod, and the 3-pc mainly just for 33% faster Inspiration gain (essential if you're going to rely on Inspiration abilities often rather than on occasion).
I use an antiproton build on my Romulan Command Battlecruiser. Using the Kobali Cruiser with all four consoles would give me another bonus to antiproton weapons in the form of the Obelisk warp core, since there is no Obelisk Singularity Core. I would have a hull health of over 106K and a shield health of around 18k. My turn speed and DPS is already outstanding and would be even greater if I could equip the Kobali Samsar with all four of the Command Battlecruiser consoles.

If you look at the set bonus for having all four consoles you'll see that it gives you a +30 to all weapon skills (or something like that). Now put that with the Obelisk Warp Core on an anti-proton build.

If you are using Pilot and Command Specialization you will get a speed and turn modifier and hull health modifier.
Then you back all of this with a good Boff and Doff loadout, and I tell you, this ship will be a force to be reckoned with on the battlefield.

I think "awful" is a bit too strong.
