Based off this line from Bort seen on reddit, more proof that the trait split is planned and it will be 9/9.
Was actually Geko, but I can confirm that 9/9 is our current plan for this feature, whenever we can find time to implement it.

What traits do you want to see?
Not 100% for it but the idea of giving Vulcans a science focused version of Rom Ops does sound a little fun to me. A trait to boost the damage of faction weapon types would be nice too but maybe I should try to avoid creating more power creep, traits that boost proc effects on some weapon types would be a better idea.

Easy, just set it so they don't stack :P
This is sort of what they are refering to with 9/9. They mean that you will be seperating out the space and ground traits so you can slot 9 space AND 9 ground and you will not have to do any trait swapping when transitioning between play styles.
Oh OK. This would help a good bit as well. As I can't use some traits like I would want to. Space and ground should be separated.

I always thought so too since the revamped the trait system. At first it was not too huge of a deal, since there were not as many traits as there are now it was not such a big deal if you did a hybrid set up between ground and space, but with the number of traits availible now if you don't do 9 space traits when you are a space it will really hurt you. Where before I could look at some traits and say "Eh, it's not so bad to live without it" now I look through my trait list and say "Oh, I want that, oh and that, oh, and that. Oh! and that!! Oh, I can't give that up though..."
I think too that this change might help people not hate ground as much as they do. The people who do not like ground that much really only do it when forced to. Most of the time that is only when they are doing episodes that mix ground and space. This means that when they start the episode with 9 space traits, they have an extra hard time with the ground map. The already are predisposed to not like it at the same time their bridge officers have poor gear because they do not want to invest in them which makes them poor support, and on top of that they are doing it with no traits. It's no wonder they hate it.
My only wish for it is that they don’t break anything while implementing it.

(note, since this post last year, i figured out there is a reason to slot operatives on noncloaking ships--SROs do give a combat bonus even without the decloak, it's just not as much as with the decloak)

Aenar: Healer: Crew death/disable reduction and increased crew recovery
Andorian: Passionate—resistance to placates
Bajoran: Innocuous—Decreased threat
Benzite: Meticulous--increased accuracy and effect with subsystem targeting
Betazoid: Perceptive-stealth debuff
Bolian: Outspoken—increased threat
Caitian: Feint specialist-increased expose chance
Ferengi: Opportunist—increased exploit chance for exposed targets
Pakled: Single Minded—progressive increased damage/effect from repeated single action
Rigellian: Spiritualist-maximum power increase
Tellarite: Obstinate—reduces power drain from weapons fire or drain abilities
Trill: Joined--single point increase in HR,Em,Weap,Core,PG and SubD
Vulcan: Probability Specialist—post cloak damage debuff
Ferasan: Spatial Pounce: Jump Accuracy and hold target when jumped to within 5km of target (only on ships with jump)
Gorn: Space Tank—damage resistance bonus
Orion: Slaver-Chance to take prisoner on boarding party attacks
and of course,
Klingon: Proud--reduced time for disable recovery, increased radius and damage for warp core breach
