With the addition of Delta Rising's higher level cap, the new Research and Development system, Captain Specializations, on top of the older things such as lobi/lockbox/event acquired vessels and Reputations, STO has become increasingly hostile to the Alts and Multi-Mains. While the incoming Delta Recruits event/system will help new toons and players get started, it can't help those older toons that have become disused, but not yet deleted (attachment, fancy loot, nostalgia, take your pick).
We also have a old release day location asset that's always deserted and could use an update to match up better with the newer, higher quality locations' visuals.
So, the idea: Revamp the access system and visuals of the Captain's Table (CT) and make it into a hybrid social/services hub.
Physical Access: As the Aenigma Nebula's, and the space station located within, location is undefined, instead of using space map entry points, add a interactable on board starship interiors and on social ground maps to transport to the lobby of the CT.
Player Access: While such a location would be great to be available to all, in the interest of profit/business, there would probably need to be a form of gating.
An example: Keep the current access rewards (400 Day Veterans and Lifetime), but add a token to the C-store to purchase access (similar to the energy cap increase in function) and a infrequent weekend or single day event where the doors are open to all.
Appearance/Visuals: Expand on the current mixture of starship lounge and fancy club the current bar area of the CT to fill all the areas. That particular style is used very rarely in the rest of the game and should be updated and used as the "high-end" social zone. Expected zones/regions would be something like: Lobby, Hub, Federation styled wing, KDF style area, RRF patterned room, bar/club, PvP/PvE results board area (should the unthinkable happen and PvP get an update/be made playable).
Now for the reason why people would want to buy access: The Services:
Note: All services assume toons are on one account, i.e. NOT between players/accounts.
Dilithium Ore Transfer: An NPC or console that acts as a sort of mail service for dilithium ore, allowing one toon to send a quantity of ore to another toon. Recieving toons should have a time since creation minimum to limit exploiting new toons to overcome daily dil refine caps, i.e. toons must be at least a week old to be able to receive/accept ore from another toon.
Ship Re-boxing/Mothballing Service: NPC or interactable that allows you to take a commissioned lobi/lockbox/event ship and it's unique gear (consoles and special one-off weapons, but not unique hangars or the default/initial gear) and recreate the box that gave the ship, and allowing you to send it to another toon. This service would cost Refined Dilithium to use and have some limitations to avoid abuse; i.e. A toon can only receive one repacked ship a day, a repacked ship cannot be opened by the toon that packed it for at least a week.
Captain Cross Training (Spec Points): An NPC or console that allows you to "share" Specialization Points between toons. Upon using said console, the game/server would poll your account's toons and adding all the spec points earned past level 60 to the toon is use. The service would cost Refined Dilithium to use, with a cost per Spec Point added this way.
Captain Cross Training (Ship Traits): A service, possibly co-located with the previous service, that allows toons to gain the ship mastery earned Ship Traits used by other toons to be acquired. Limitations would include: Refined Dilithium cost based on number of traits, Faction restrictions would apply, lobi/lockbox/event ships' traits have increased cost.
Unique/Limited Chance Gear Vendor: A Vendor (NPC or console) that allows you to requisition certain items if you have access to them on the account. Examples: previous year's winter melee weapons, lobi/lockbox/event ship consoles (assuming you have a ship with another set part on the current toon), "special" gear like the Solonae Secondary Deflector, Solonae/Kobali Cores, previous runs of Crystalline Catastrophe/Mirror Invasion's reward item. All would require Refined Dilithium to purchase.
Outfit/Costume Vendors: Lobi/GPL/EC/Refined Dilithium Vendors offering new options to use the Tailor, both ground/toon and ship. I.e. new ship materials, window/escape pod designs, ship patterns, costume uppers/lowers and accessories, even hair styles. Perhaps tie the currency to the 'theme' of the item; high-end faction based visuals use EC or Dil, Gold/Metalic/flashy gear need GPL, options from non-playable factions use Lobi.
However, it would probably be wise to limit the standard social map services (bank, exchange, mail) so that the CT doesn't obsolete all the pre-existing locales.
Such a revamp would allow for unused toons/alts to be brought back up to speed for the new endgame and provide opportunities for new profit for the Devs/Cryptic (profit that doesn't require making +1s of already hard to get ships).

I would gladly support a revamp of places like Captain's Table, Bajor, Andoria, and old Risa. At current, there is NO reason for those maps to even exist, at all. Granted, Bajor does have THOSE TWO MISSIONS. But apart from running those missions, there is no reason for anyone to ever go there, much less spend any time there. So, maps like Captain's Table, Bajor, Andoria, and old Risa all need to be either revamped, or simply deleted from the game. They are nothing more than a waste of resources that could be put to good use elsewhere.

I like the repacking of lobi ships idea.
It would also be really nice if the captains lounge had poker tables. Multiplayer. Holdem.
Wager ec and latinum.
And maybe a games room with dabo and a few mini games.
Could use the makeover.

The game does not need even more currency sinks.
You want to make the game alt friendly again add what you suggested without the currency cost and remove even more of the dil and time sinks. Looking at you R&D. Dil sinks are one of the biggest hurdles for alts. Most players do not have the time it takes to grind all the needed currency. Thats why so many end up with only one or two toon they pimp out.

Assuming the name, Captain's Table, is carried forward then I'd still add just about any suggestion that The Foundry is connected with the setting in more significant way. This has been a desire of that community for many years. If not, then change the name.
