There in no way is that something that should be in lockbox you pay 125 zen, or 3 million EC atm for. Not even 50 of these would be worth it.
It's a perfectly valid item, its value is the same as the key you used to open it with, as long as the value of the items in the boxes is equal to or higher than the value of the keys then we're winning, you're just being greedy.

Don't you know...lockboxes are not gambling, your 125z is buying the set amout of lobi in the box - everything else is a bonus 'lucky dip'..thus they can put whatever they want of whatever value in the box and theres nothing you can do about it as you were playing to win the lobi, right?
In the future, look at the info box - that tells you what you possibly can win and if you see poor offerings like that, well...its either risk it or don't waste your zen/dil/money

They should...but will not as it lengthens the odds of getting something good, thus you need to buy more keys to get that potential 'good prize' - its like the UK national lottery - previously, it was 14m to one to win with 49 balls - now however, they increased the balls to 59 - or 45m to one chance of winning

I open lock boxes to get Lobi Crystals, though I rarely do that. Even rarer than that I open lock boxes just for fun to see if I can actually "win a grand prize" like a lock box ship (not a Mirror Universe ship) or something else that is valuable like a Plasmonic Leech.
If you feel that you getting burned opening lock boxes, then the solution is simple.... stop opening them.
So it gave you 8 +10 catalysts and some lobi? That's it? That's really terrible.
Is this recent? The last boxes I opened for lobi were Vaadwaur ones, and the rewards weren't this crappy.
All Lockboxes guarantee are 4 Lobi. Everything you get beyond the 4 Lobi is a bonus. It has worked that way for over 3 years now.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
Yeah, you pay 125 for the random set of Lobi. You're doing indirect exchanges from Zen to Lobi to buy stuff at the Lobi Store; of which some (not myself) have likened to the pity shop (after enough "losses" on lockboxes you'll at least have enough to buy something). Everything else is a bonus. To believe otherwise is foolish.
Go in for buying the lobi and expect nothing else. You'll be much happier if you win something of value. I do, and I'm happy with even getting some occasional R&D boxes with Tech and Research Upgrades.
As to the only thing I don't care about lockboxes, are the Dilithium Vouchers (I get more value out of even Reputation Mark bonuses or CXP bonuses for Doffing). Now if they allowed those to be claimed as a straight bonus of say 8000 or so RAW Dil (with the usual 20 hour use restriction between claims), I'd settle for that. It'd be worthwhile for me during the times I don't have enough time to actually spend 15 minutes or so grinding Dil instead of 10 minutes completing a queue.
Beware: Lock boxes are a scam. Everyone knows it and i'm pretty sure cryptic and PWE know it and thats why you'll find that devs or community managers or whoever rarely ever (if ever) touch thread like these.
As others have posted above be very cautious of this game as there are lots of dirty little tricks hidden around the sto universe that can potentially part money from your wallet for chance items.
If something looks really good first make sure you check on it in the forums or reddit about it before you spend rl money.
The logic of lockbox is simple you pay 1.25 dollars for 4 lobi solid this way the company can escape/ bypass unethical business practices. Everything else is fancy fluff that is more than overtly advertised in the game making you feel that you need it/want it / important for your build... tempting you to try your luck at getting them (krenim lockbox incoming) . Your safest bet is to just earn EC in the game to buy it and make sure ofcourse, that you double check the real value of the item on the forums or reddit.
For me, the most annoying things out of lock boxes are the dilithium claims...you can't sell them and I can't be bothered using them. Grinding = boredom. A Temporal box is still a good one...the chance at a timeship, officers and weapons. Since the Tal-Shiar...meh.
The only difference is that instead of grinding dungeons, zones, and/or boss NPCs for keys or other box-unlock items (keycards, card, depending on the genre), you only have to pay for them (and is still technically considered free given Dil->Zen exchange as an option).
Lockboxes in STO would be less of an issue if Master Keys did have a chance to drop from boss NPCs in queues, like the Iconian Dreadnought in Gates and Herald Sphere, with only the queue difficulty increasing the likelihood of them dropping. For example: Normal would grant 1%, Adv 3%, and Elite 5%, with successful optionals granting an additional % rate so that the maximum would be Normal granting 5%, Adv granting 7%, and Elite granting 10% chance of a Master Key drop from the NPC boss, which still has to be rolled for (but can be used or sold on the exchange without drastically affecting Key prices).
Fun fact. I bought a Steam Key for Tomb Raider for 4$ on sale last day. So if 125 Zen are 1,25$... it costed me less than 4 Master Keys.
A T6 ship costs 30$. I could have bought 7 copies of TR. Even if it was at full price it'd still cost less.
Plus if we consider how STO cannot run at medium settings as good as TR does on High... lol.

And it isn't like this is actually an stock inventory item in real world games, it is digital, so why even put something that bad at all.
Value should at least be close to the zen equivalent in the store, and this isn't close to that.

could be worse OP, I opened a single lock box with a key a friend gave me because she quit sto. I got a mini-doff pack and 4 lobi... of the 3 white and 1 green doffs.... one increases carrier defense in recall mode, and one gives me 'improved abandon ship' -.- can you get more useless?

I do have to say though, I agree with the OP..that's even more of a ripoff then the normal ripoff.
