Guaranteed Rarity Upgrade Item

One of the most frustrating things about the current Upgrade system is the cost of rarity upgrade for reputation and fleet gear. Without a great deal of "luck" it is quite expensive to upgrade a single item, much less a single toon's gear. I propose a guaranteed rarity upgrade item that guarantees a rarity upgrade, even if it is only Reputation/Lock Box/Lobi items. You would still need the tech points/upgrades to level up the item.
There are a variety of ways this system could be implemented.
1) Dill Store
1000 Dil - Rare to Very Rare (This is for items like the Shotgun/CE Torpedo)
5000 Dil - Very Rare to Ultra Rare
10,000 Dil - Ultra Rare to Epic
Pros: Guaranteed system of progression. People could be buying Zen to trade for dilithium.
2) Fleet Store
10,000 FC - Rare to VR
20,000 FC - VR to UR
50,000 FC - UR to Epic
Pros: Provides another way for people to use FC and might increase fleet activity, can be used with method one with no penalty.
3) Z-Store
50 Zen - Rare to VR
100 Zen - VR to UR
200 Zen - UR to Epic
Pros: People would buy Zen to use for upgrades or to sell them on the exchange. Dill would be transferred to acquire Zen. I realize the pricing is low compared to anything else in the store except the NX-Prefix item; however, the lower price could lead to more frequent purchases. If you priced them at 500 Zen, there would be interest, but it would be cost prohibitive for alts.
4) Lock Box Item
Have the item be a new drop in the next Lock Box. This one needs no elaboration.
5) Featured Episode Reward
If we have enhanced tech upgrades and spec points, I see no reason that a rarity upgrade could not be implemented.

1 Dil seems to usually net 1 FC and 50 zen at current prices is about 12500 Dil.
Of your options I can only really see number 5 being at all implemented.
I'm not against your idea, as I hate the titanic costs of upgrading to try and get rarity bump-ups as well.
