You know, there isn't an instant, magical fix to these problems. Any number of things can be causing it and it takes time to investigate. Time and again, they've made the effort to communicate with us and let us know they are aware of problems and are working on it. It may take a few patches to get it fixed, but they do get things done. Cut'em a little slack.
Personally, I've not had any framerate issues whatsoever on Risa and have not seen anyone else report this issue. It could be entirely on your end for all we know.
Best suggestion, make a bug report on forum and see if anyone else is experiencing this problem.
Well for one when I've can point to the graphical support forum and say "it's not just on my end" (and also show you what I and others have done to troubleshoot via those threads. In short, there's nothing we can do to address this apart from buying a new PC and hope [merely hope] that we still haven't bought the "wrong" CPU/GPU] its not wise to try to make this out as me being impulsive [as you could have easily fact checked before posting].
Secondly, as this issue has evolved over the course of Season 10 many attempts have been made to communicate with cryptic. And one of the big issues this has highlighted is that the responses are all too few and in at least one case apparently contradictory. We had no idea what was happening weeks ago and now we're at the moment where severe complications are inbound (ie. non-participation with the event) the most we can say is "that it might at some point get fixed" which we could have assumed for ourselves without what little word we've had so far. (we're still hurting for information. Hence my prodding posts here.)
Third, though fixes to intricate technical problems are almost never instantaneous we did give cryptic as much time as possible to work on this (some started reporting about these bizarre framerate problems when S10 launched). However the last communications (via a couple people on twitter) seem to indicate that they've only very recently become aware of the problem despite the long-standing support threads and at least a couple responded to tickets (which is where the contradictory comes in.)
There is a definite problem in communication which has [perhaps] significantly impacted a much loved event in STO for a certain section of the population [which based on our collective trouble shooting may not be an insignificant section but that's simply speculation [ie. finding that a broad range of hardware [I]seems [/I]to be affected]. We'll see when the event goes live.]
That's where the "What the hell?" comes in. They absolutely need to do better.

We [plural] have gone through everything imaginable (and even possibly conceivable) without result. Drivers [ALL of them], validation, in-game settings, in-game settings files, GPU settings, directx files, installation, content files, launcher, background programs, GPU manufacturer, and windows. None of it as stated in the relevant threads has had any impact (which is a point you could have certainly verified before posting) and that's something acknowledged by what little feedback from cryptic we've received so far.
And to be absolutely clear for you these problems STARTED with season 10. Its not a long-standing comparability problem. Cryptic broke something (likely to do with how certain texturing/shading is handled on some hardware).

I'm moaning because STO has driven over the cliff I've been pointing out for quite some time now. The Risan event is very, very, very likely to be non-functional for some people. It was functional a few months ago but now isn't due to a definite bug. Even if that doesn't affect you, you have absolutely no leg to stand on to say that it isn't a problem (that's quite conceited).

Yeah but you would have to do that each time. My method offers a one-time setup and then you basically just... scroll your mouse to a specific spot on your desktop to activate a mouseover tooltip.
Yeah it's a one-time setup, for multiple people. Adding a link to a time conversion site to the copy/pasted bits that seem to accompany every maintenance OP is a one-time setup for one person. It's also good form and a show of courtesy coming from the source of the time frame.
Again, if it works for many, it is not the game. I don't care how many people it is.

dude hes right ever since season 10 went live there has been problems for me and alot of people i know my ENTIRE fleet has this problem even counting in the lag either the skills the heralds use or their ships and them cause it but the lag is there when s10 went live before season 10 i can run everything on max with no problem and yes everything is up-to-date and i run fiber optics net.
There has been notes regarding the sever load of some BOFF/Captain/Ship skills, and this patch (among others) have contained partial fixes....
For the lag, not the bizarrely specific framerate problems. The only thing that could perhaps relate this week are the crash fixes for Kobali Prime and the Dyson Ground Battlezone (which also feature in the list of affected maps but to a lesser degree than Risa.)

Also I implore people to find out more about how pacific time relates to their own, not out of laziness, but rather their own education with regards to the standardization by relative time coordination. I've learned to and I've grown immensely from it!

Well, to be fair, if we're going to work on standardised times... you should post all times in GMT, since that's the standard time all time zones are based from on a + or -. I mean really, you post Pacific even though not all of the Pacific time zone is currently on the same time as only half of you actually put your clocks forward during the summer. :P
