Well, there isn't very many other options, to make payments to paypal so, CC's are usually the first line of payment option to the majority.
I mean, I use paypal and, I always use payments via CC transactions.
Law probably prohibits, Cryptic from gaining your actual bank account #, when trying to make a possible payment thru this means I suppose!
I have no idea why cryptic/PWE are asking for CC details when you pay with PayPal for you, all my purchases are through PayPal and I've never once been asked for them, not even the last $99 one I did last weekend.
A few years ago i always payed with PayPal - and at that time PayPal didn't have my CC information, so i wasn't a "verified user", or how they call it.
I just topped up my PayPal, and payed with that amount for Zen.
But maybe one year ago, something changed. Maybe with PayPal, maybe with Cryptic, but from that time you cannot pay with a PayPal account which is not "verified". So you only can pay with PayPal, if you added your CC info to your PayPal account.
So it seems the idea is you only have to give your CC info to PayPal, and nobody else.

Paypal is just a payment facilitator, they act as a paid middleman for transactions between two parties, they accept a couple of different funding options but CC is the most common, the benefit of using paypal is once you have an account and your card details registered you don't need to enter them each time you pay
If your issue is that you dont have a CC then look in to funding payments via a bank account within the paypal account settings, this will still require verification and a few days to set up
As for security, it is correct that with paypal cryptic do not gain direct access to your CC details as paypal only provide them with other details like your registered address and name
Paypal has expanded their services beyond payment facilitator and offers their own Credit Card with credit line to approved Paypal customers. It replaced their Bill Me Later service a little over a year ago.
I happen to have a Paypal CC and Paypal required me to link payments to an existing bank account, cc, or debit card.
Not in all locations, there are no cards for the UK and the bill me later service is all they offer, unless you include the paypal payment app which isn't accepted in most places here as shops need to get the readers still
If there is nothing in your paypal account it will ask for a CC automatically. It has to draw from somewhere. Mine's linked, no issues for me, I just have to log in. Although I do mine through Steam, but regardless.

Erm, yes you can get a PayPal credit card in the UK, they specifically partnered with MasterCard so they could provide the service to UK residents.

Unless they don't honor them, than I cannot see any reason why you shouldn't.
In which case if they don't, I simply wouldn't ever buy them, not that I ever do anyways.
