I've been contemplating something a bit different with torpedo's. I often run a torpedo boat, so this line of thinking is not new to me. But there are questions about the Torpedo modifiers you can get off the crafting system.

True, as far as I'm aware. What I meant though was... [Over] will not proc at all when you have BFAW or BO active already... how often are you firing the weapon when that isn't the case? That's going to cut that already small proc rate even smaller. Same for [Spread]. For [Rapid], it's even worse, as CRF is duration based, not single shot like BO and THY.
Yeah, I have to agree with you on this, especially regarding BFAW and the Rapid Fire/Scatter Volley abilities. After testing a pair of DHCs with [rapid] I feel safe saying that for me, due to the duration on RF and SV the mod end up being rather rather pointless. The proc ends up being locked out for far too long to be useful, and the proc itself is so short that you don't really even notice it.
I will say however, that BO and [over] are a different case however. On builds that specifically cater for it (aka builds with limited number of beams, making BFAW spam less than optimal) The mod and skill combo quite nicely. The amount of times I've Spun my ship round, hit BO in time for my DBB to fire, only for the [over] proc to trigger right afterwards, giving a second overloaded DBB shot, well, it's a thing of beauty when it happens.
I've not had a [spread] based torpedo however, but I can see it having a similar use to the [over]/BO combo with ships that build for it (i.e having more than one torpedo equipped, and a ton of torpedo cooldown Doffs), but I can't say how effective it is, especially due to the global torpedo cooldown

The spread mod will not proc so long as torp spread is active. After that it has its chance to proc again.
