it's an unintended effect of the walls going down. It messed the doffing up and made nebula exploration far more easier to do now
so if there was a list of which system/sector to go to check out if operations had a refugee mission, that'd be great...
Since the doff system is bugged and whether you see the mission or not depends on hard to describe factors (like how fast you go through the sector or from where you enter), it's really hard to edit to sheet. I mean - how do you propose to enter - within the limited possibilities of a spreadsheet" - information that Asylum on Vulcan is available on the border between Risa and Kassae sectors if you come slowly from the Kassae sector side?
P.S.: Had a similar, to what described in the quote, experience today with "Asylum on Andoria" assignment.

you know, they could just change it back to the way it was
the missions to turn refugees into proper doffs occurred in predictable locations (one of them being the home base, first city for kdf)
it seems quite random now, instead of having to search maybe 6 zones it's like 30+, and if you consider these weird boundary areas between zones maybe double that
too time consuming, kind of kills the fun
EDIT: I posted about this a while ago, missing doff missions. I did set out to try and understand where they were, they are all over now, and actually ... if you run all over the map there are far far more "turn-in" missions than there were before. But the scattered and random nature of their placement makes finding them a challenge. Challenges are normally cool, but this one is a tedious challenge, not so great.

The price on the exchange collapsed. Pre-walls they were going for 70k, now it's 3k
Yup, i am having the same issue, i have been grinding doffs down to commons and the refugee problem got so bad, i put them in cargo bay 3 and opened the doors to space, i did it in wolf 359 space to cover my tracks. (I just dismissed them)

Beta, LTA, CE, Multiple preorder Versions, all Addon Packs except AoY, nearly all KDF/Rom and ~50% of all Fedships, over 25 LockboxShips, Endurer of Atari's "Year of Hell", but...
there used to be a couple of refugee missions on qo'nos every other morning , now they have disappeared completely , same with earth and Vulcan , kdf refugee's used to cost over 100k ec on the exchange , now they are about the same price as prisoners , you can still find gorn ones around b'tran and orion ones around regulas , but the main ones Klingon , earth and Vulcan have become quite scarce.
Looks like pretty much all location-based assignments are more or less bugged right now. They only work in tiny hotspots somewhere around where the old sector block borders used to be.

But it's not random. Asylum missions appear in the same blocks as before:
- Parada, Cardassia, Bajor, Karemma - old BU, AT, ZA (Draylon, Trill, Bajor, Cardassia, Arawath, Orias, Algira, Dubhe, Minos Korva, Betazed, possibly Mariah and Breen).
- Trill and Benzar - old BU (Draylon, Trill, Bajor, Cardassia)
- Bolarus - old IP (Ponor, Hobus, Dimorus, Lirss)
- Caitia and Sauria - old AC (Teneebia, Sierra, Vendor, Argama)
- Human, Vulcan, Andoria, Tellar, Betazed and Rigel - old SIR (Vulcan, Orion, Risa).
I won't give the list for KDF, but I suppose it follows the same logic, old sector blocks.
The problem is not that sectors are random, but that the system doesn't properly work. The missions are much more likely to occur on the boundary between old sectors (though I also do find Asylums deep inside the sectors, even though I couldn't see them right after entering a sector; switching Alpha to Beta or vice versa or coming from the planet system also counts as crossing the boundary), it's much more likely to find them on the bridge than in the sector space, and of course the problem is that they are completely gone from planets and orbits, so no more reliable places like Earth, Sol, Andoria, Vulcan or Qo'nos.
I noticed this too. I can't see why it would affect Qo'Nos when you're running around in th First City but it does.
They should be added to the department heads as a quick fix until they can fix the mess that they made with lack of quality control testing with season 10.
