I've yet to encounter one since S10 as well but let's just say that with as rare as those boff assignments are its almost impossible to tell whether or not they're missing.
That said, its a very poor state for a faction when the multi-faction embassy boffs are a more reliable (and generally quicker) way of recruiting romulan officers than their own recruitment assignments (particularly if you have certain superior traits in mind.)
It definitely could use some tweaking.

I am in the same boat, I am using all VR FED boffs for my bridge crew. I have yet to ever see one of these. I have a fleet mate that has a rom toon (had yet to pick a side) sitting in Tae sector for over 7 months, and has yet to get an assignment.
I'm seeing almost no refugee missions even going to the Contact Duty Officers console on my ship. I've gotten a few but there used to be 1-2 in Sol System or Vulcan sector almost every day. Same around New Romulus.
I've tried all over the Beta Quadrant and if there are hot spots where they are working as before they are tiny areas of space.
The devs have admitted the Alpha haggle missions are not there, it looks like there are also problems with the refugee and Romulan/Reman boff missions.
Before DR, the DOFF missions to recruit Rom Republic BOFFs were already ultra rare to see. With DOFFing just in general ****ed up now, well, good luck guys.

I'm worried that due to all the whining and crying from Feds and KDF, and the realization from Cryptic, that with the current design of the game, SRO's are just WAY to OP.
I doubt Cryptic could just nerf or remove SRO's point blank, not without a massive negative backlash from players at least, but seeing as there are now potentially a lot of new, Romulan toons, maybe they are slowly trying to "ween" the games population off of SRO dependency.
By essentially removing the Recruitment Missions, they have dropped the number of SRO's available to almost zero, and by offering alternatives, in the form of consoles, rep gear, and traits etc. many players just don't bother any more.
I remember a while back, the proc rate of Romulan Recruitment missions dropped, and there were dozens of threads and posts about it -> We get a single line in patch notes to say it's been "adjusted". Then all goes quiet again, and the Recruitment missions are once again almost non-existent ... Makes me wonder ...

I can't see anyone at cryptic rationalizing that it would be an effective control scheme to nerf what has always been the least reliable source of SRO boffs (next to the Embassy and leveling reward officers, those would be affected first if indeed this isn't just a long-standing ****-up).

The major differences being ...
a} There is only a limited number of Embassy BOff's that Fed and KDF players can get. A Romulan Captain can have his/her entire crew SRO's.
b} The Romulan Recruitment missions used to drop every couple of days in NRC, New Rom Orbit and Tau Dewa Sector. So the number of SRO's available was huge. (they even dropped as low as 1mil EC on the exchange because they were easily and readily obtainable.)
Now however the number of Romulan BOff's of any rarity can be as low as only 2 or 3 pages (I've seen it as low as 73 results) and the SRO's can sometimes be 25mil+ EC. SRO's can and even disappear completely from the exchange on occasion.
c} Leveling --> Deleting Romulan Toons has never been a truly "viable" way of getting SRO's.
It works of course, but it's a time consuming and frustrating method, and most have only used it during Bonus XP events and because of the low proc rate of Recruitment Missions.
Maybe this thread will prompt a Dev to look at the issue and say "yep there is an issue, we'll fix that right away" just like last time ... But then again, maybe not.
As a rom I run full sro set of fellas. Makes a big difference. Now for my rom alts however Pretty sure this is now considered high end of end game.... So im sure it's going to be rarer than what was and getting them according to new end game meta have will need casino style luck and a willingness to have patience above Buddha levels.

Again, I'll re-iterate ... The missions DID proc fairly consistently in the past (and I'm reffering to the same time periods as you) you could get, if you were lucky, 3 or even 4 Romulan Recruitment missions a week And even sometimes 2 Reman ones.
Now however they essentially do not proc at all, I myself have 5 Romulan toons, and have not seen one single Romulan Recruitment Mission in months!. (and I log in daily on them all, to cycle DOff missions)
Have a look on the exchange for Romulan BOff's of any quality higher than Green and you'll see how rare they are, and you can pretty much forget about Reman BOff's, as they have all but disappeared.
You are correct in that a "TRIBBLE Bridge Officer Recruitment" mission share a cooldown regardless of the species it offers, but even they are rarer for Romulan Players then Fed and KDF. And that is EXACTLY why missions for Romulan and Reman BOff's should be separate and far more prevalent! but they aren't.
And it's EXACTLY why threads have started appearing again, because they've either intentionally or un-intentionally been all but ( or completely) removed from the game.

Since then... I've been getting Federation recruitment missions on New Romulus My guesstimate is there's something wrong with the trigger conditions for the recruitment mission. The doff mission options are picking up my allegiance as a Fed, instead of my faction as a Rom.

I had several rom chars checking the command center, orbit, and sector space (right around new romulous) and I constantly found that doff mission to recruit, at any given time I'd have 2+ recruit missions running
since the map has been changed they are mostly gone, just like the haggle-for-something missions, I've heard that people sometimes see it at the command center, but it's not that much, just look at the exchange
Refugee placement, haggling, marauding, rom boffs -- all part of a general problem with doff missions from the sector space revamp.
I doubt this was an intentional nerf since the missions are there, somewhere, in some tiny 10-pixel cube in sector space . The revamp just broke all these missions and QA didn't notice.
The devs have already admitted the problem with haggle missions, hopefully they will eventually get around to noticing the rest are bugged.

No, that still seems to give location-based assignments, just more of them.
This is easy to see with a KDF character and Marauding missions. The bridge missions differ for your KDF if you are near Sol vs. near New Romulus vs. near Qo'nos.
So yes, you not only have to fly around, but you have to fly around then go to your bridge and back.
And it also doesn't address the primary issue. Yes there may be one or two DOFF missions that are in slightly different places now, but ALL of the various mission types are still widely available.
Romulan and Reman Bridge Officer Recruitment Missions are NON-EXISTENT!
Either by accident or by design they are no longer showing up, or if they are, it is so small a proc chance and with such restrictive and convoluted prerequisites, that it amounts to the same thing.
