Is it possible to keep forming new fleets to dump marks in project and everyone leave and make a new fleet? Is there issues with making multiple fleets?

Only problem is getting back into the old fleet. If everyone leaves the original fleet, then there is no one to invite you back. Also, there is the trust issue since there is always the possibility that one of your fleet members might want to take over with you out of the way.

that's not my concern it's about converting marks into credits as quickly as possible. I have a fleet that doesn't have mark slots ever available I just want to burn 15K marks I have on some of the DR characters that just can't be done because everyone has too many marks and no other way to turn them into credits

Ask in NoP Public channel, you will always find fleets their in need of FM. After hoping some fleets you have lost all FM and gained many FC. And that within a short amount of time.

But yes, it would be possible to create new fleets, if you find 4 players that will create them with you.

I don't know at which Tier your Starbase is, but there is a project called "Unload Surplus Fleet Marks" under the "Special" tab - it takes 2000 fleet marks and it just takes 5 minutes to run, but it only pays out 25 fleet credits per mark instead of the standard 50 and your Starbase needs to be at T5 to get that project. If you don't have access to that project yet, then just follow woodwhitys advise and ask in the NoP Public channel - no need to create fleets just for dumping FMs.

I surprised there isn't a feature to allow donation of fleet marks and such into alt fleets without having to leave your own.

having said that more often then not its not fleet marks that are the problem its other things like mainly dilithium that are lacking and most players would not want to be donating dilithium to alt fleets its often hard enough to get them to donate it to their own.

perhaps the answer is finding some alternative use for fleet marks, maybe having the ability to convert them directly into fleet credits without having to donate them to a fleet project.
or maybe have some of the special projects that often come up for massive amounts of dilithium altered to except fleet marks as well as dilithium as an alternative donation in an either dil or marks fashion.
to make this easy they could even bring in a feature to convert fleet marks into fleet dil vouchers.

There's more than FMs to earn FC. DOffs, commodities, Dil and XP.

I do wish Cryptic hadn't made 1 FM = 50 FC, especially as there are so many sources of FM in the game; it really puts the brakes on people wanting to donate the other stuff. It should have been 1 Dil = 50 FC and 1 FM = 5 FC.
