I don't like the lockbox lottery either. That being said, if what your after is Lobi crystals, it's not really a lottery since you're guaranteed to get some in each box. The only thing that's random is how many.
I believe 4 is the minimum in a lockbox. So if you plan to get 4 per box and buy/pick accordingly than buy enough keys to get 4 Lobi/Key,... then not really a lottery. Since you're guaranteed to get the crystals you want.
I do agree also though that there should be some other way to get them in game, even if in small amounts at a time. Along with something more useful to do with GPL.

Yeah, Lobi crystals are the "but I didn't get anything good" insurance in lockboxes.... even if you don't get The Cool Ship after a billion keys, you'll still be able to get something for the Lobi you got from every box.
Weren't really intended to be the thing that people deliberately opened boxes for (but, of course, if you make something available, people will make it their goal....)
As was said above, Lobi are not a lottery. You always get at least 4 no matter what else you get in the Lockbox. That makes Lobi a guarantee.
You can get Keys with EC, money via buying Zen, or grinding Dilithium and using that to buy Zen.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

Actually the main reason lobi even exists is because they needed something guaranteed in the lockboxes. Otherwise both in the USA and EU they would have to deal with gambling laws. The game would be rated 18+ and face some strict gambling regulations (at least in the eu).
Having a guaranteed item in the lockboxes allows them to legally claim the lockboxes as a purchased good/service rather than a "gambling ticket"

The gambling argument was beaten to death when these things first came out. Just think of them as a pack of trading cards or a grab bag.. You always get something but not always what you want. Lobi is the only unique bit because some items are ONLY attainable with it (all the bind on pickup stuff) so you cant always get what you want from the exchange, but most stuff you can (ships boffs outfits pets etc.. Just not ground or space gear)

Lobi from missions was always a special event, so it might come back, but it's hard to build something on it. The amount of Lobi was something like 15 points, that's not really enough to buy anything interesting.
I think the best source of Lobi are actually the R&D Events. At least if you're interested at all in crafting materials (whether for the Exchange or for your own crafting) and R&D packs. You get more materials, and you get 10 Lobi or so per box. Okay, theoretically you also might get a ship instead of the Lobi, but I would not count on that...

In most of the anti-gambling States here in the U.S., as long as it's for prize items and not money, it's kosher.
There are rare game events that give out a few token lobi--not enough to get that Ateleth or Hazari Destroyer you're eyeballing, but enough of a tease to make you want to spend some money (a few $ RL or tons of EC) on keys to open boxes.
Note: lobi is really the only reason you should open boxes. Trying to get the premier drop is a fools wager. I've opened thousands of boxes and gotten a total of 1 premier item, from the 3rd box I opened.
MOST stuff you get for lobi you can buy on the exchange--check there first before you spend your hard won lobi on the item of which you're interested.
