I have noticed that sometimes items at the ultra-rare level can actually be given downgraded procs if you try to improve them.
I have also noticed that when you try to improve certain ultra-rare items do not have any noted performance improvement when raised to epic level. In other the item is epic in name only with no noted performance improvement.
In other words you have spent resources just to have a gold colored icon with no performance improvement to the item noted at all.
I thought the crafting system was meant to improve the performance of weapons etc.
Why in the world would the crafting system allow you to down grade the performance of an item?
It would be like being a Fleet Admiral and downgrading yourself to a Commander for no apparent reason.
I was planning on equipping one of my captain and Boff crew with upgraded Phaser Type 3 Rifles. The ones you get from the mission (can't remember what it is called) rewards Mk XI versions. I upgraded one to Mk XII and the result was less damage.
I put in a ticket, but nothing has been done about it yet. I decided to basically write it off as a "loss" and decided to use other ground weapons.

How difficult can it be to TEST things on tribble and RE TEST things when they are integrated into the holodeck servers. Quality should be job one.
