I'm not sure this is a bug, which is why I'm posting it here.
A few days ago, I did fleet alert and we got Klingons as enemies. There were Ravager and Balaur dreadnoughts, even during the first phase where you usually don't get ships of that rank (first Negh'Var's usually spawn during the second round).
I've just finished Starbase 24 and the same thing happened here. As these ships didn't count for the 'kill 20 battleships' part even though they are battleships, I'm assuming this is a bug? In fleet alert, the next enemy fleet was announced when these non-Klingon ships were still around.
I must say, it's a nice change though. Would be nice if the mission could be changed such that they do count for the mission goals. It makes sense to have Gorn and Nausicaan ships show up instead of just Klingon ones.
After so many instances of SB24, the Klingons have run out of ships to send and need to rebuild them. In the meantime their meatshiel...umm...ALLIES have to pick up the work.:P
as the KDF consist of alliances by Klingon, Ferasan, Gorn, Lethean, Nausicaan and Orion any one or more of these races could turn up at a fleet alert, singulally or in a mixture.
When I think about everything we've been through together,
maybe it's not the destination that matters, maybe it's the journey,
and if that journey takes a little longer,
so we can do something we all believe in,
I can't think of any place I'd rather be or any people I'd rather be with.

so, what you get in other ques is cruisers that only look like battleships.
Yeah, I've noticed this when random Vo'Quv's spawn in these instances (and others), they just seem to act as cruisers and never launch any fighters.
