As far as I know, they're gone. Now I think it's a matter of going to the various areas to pick up commodities from their discount areas as tptb intended originally. Oh, and as I recall one of those places (memory alpha) doesn't exist any more.

Don't fleet embassies have a place for cheap commods?
1) Not all commodities get the discount at the embassy.
2) Not all players belong to a fleet.
3) I've found examples where the commodities in question (entertainment provisions on Risa) do not receive any sort of discount, even though you traveled far out of your way to get them.
Pretty sure all NPC ships have vanished from sector space, including those which are part of missions. The only non planetary bodies in space now seem to be the crafting material nodes.

I don't see anything on it in today's patch notes, not a known issue or something rectified with the patch. Surprised Taco let this slip by considering how meticulous he was on everything else. Unless it was intentional.
You might consider asking either in zone chat or a channel such as nop public service for an invite to either a tuffli or cell ship. Because I'm pretty sure these carry a discount commodity broker on board.
The cell ships only have 4 or 5 things. I know I got so frustrated trying to find seismic stabilizers and industrial replicators for fleet projects that I just logged out, It might be time for me to just go onto to something else.
I'm hoping it's a matter of, "Oops, we didn't think about that and realize how much people relied on those" and not, "We want you to run all over the place and waste a ton of space in your bank".
Last I recall, they were removed along with the trade route lines in the sector maps and overlay due to seeing minimal use and complaints by some players seeing no use for them, according to one Dev.
No idea if they've changed their stance on it and will add them back later (could be possible), but they did mention cleaning up sector space as part of their overhaul, including getting rid of things few players used. It's possible they'll add them back; players are complaining now about Sector space being so barren. Adding back the Commodity ships with new routes will help liven up the sectors some.
While taking away sector freighters, Ferengi, and Mudd, it looked like they took away the Breen Patrol because I flew in circles trying to find it unless they made its patrol area bigger now.

Still haven't found anything useful, hate trying to go all over the darn place to get a decent rate to fill fleet projects. The little ones are not so bad with the wasted EC, but when you do those tier upgrades...sheesh.
If the commodity brokers on bases only gave discounts for certain ones, but sold all of them, that would be great.
It'd also be nice to buy a ton more at once. 8,000 industrial replicators take forever to buy at 250 a shot, even if you have the inventory space.
Or, if the point is let's just replicate things, why not put a replicate button on the commodity needed on the project, and then you could fill it directly from your bank, inventory, and replicator without having to waste tons of time.
There are plenty of players running around in cell ships and Tuffli class freighters. Hell It's very rare I'm in any thing else especially when doing looking for my duty officer assignments, just ask the player, I'm sure some of them will be willing to help you out.
