Where in the galaxy do I fly my ship (as a Romulan/Reman) to see the duty officer recruitment missions to to recruit Romulan/Reman bridge officers?
I just flew around the flotilla, new romulus, in the command center, then the the sectors above nimbus whatever they're called, and none popped up. Are they random or can I find them other places?
Then how would I enhance my chances to get a purple? Higher tiers in the recruitment school? How can I do that if so?
My KDF toon got a purple orion BOff and I know she doesn't have a high level of recruitment, was that like against the odds then?

Yes they are random ... and pretty rare ... ~1-2 Assigments within ~1 week of Doffing
Location: New Romulus Command and the Tau Dewa sector (ie. the space just around New Romulus). Just keep an eye out while doing RR-related stuff.

I've been trying to figure out the BOFF recruitment DOFF mission in general, and it would seem that (at least after I've maxed a Commendation) around or about every 10,000 pts over 100,000, a mission pops for an appropriate career BOFF for that Commendation. The mission does say "Achievement", so I'm fairly certain that it does have something to do with progression in DOFF Commendations. How that correlates in particular to Romulan and Reman BOFFs, I'm not sure.

Not really ... there are "Achievement Boffs" for every Doff Category ... but none of them reward Romulan BOFFs afaik ...
Patch Notes : Resolved an Issue, where people would accidently experience Fun.
I would suggest you buy what's left in the exchange quickly, depending on your guess as to how quickly they fix it, doffing is probably low on the priority list
EDIT: pre-patch the recruit mission was rare, but it wasn't that rare. if you checked back into those zones from time to time with a few chars you could frequently find them, pre-patch
I almost never see one...almost never...not to mention they have messed up in the past where for weeks or maybe even months the doff reman/romulan recruit missions never even showed up.
My DR is 55 and I haven't seen a single reman/romulan one...multiple ally faction ones...but not any roms...

Romulan and Reman Boff assignments are extremely rare. This was true even before the changes. I suspect this was done to limit the availability of SRO. Like others said Tau Dewa and the command center on new Romulus are where you can usually find them.
If you don't care about quality you can buy common level ones from the boff vendor on new Romulus.
I want to say I've encountered the mission in the Embassy as well (as a Romulan), but I think that area may have been shared with another of the possible sources.
It's also fun to remember to check your personal tab and not just Current.

For once they could have actually benefited from the design on NeverWinter. At least there we can take 4 of a lower tier quality and train the next step up, even if it does take 18 hours and it doesn't have gateway it's far far superior than RNG.

Pretty much what this poster said, also look for doff traits listed, that will increase critical success rate, when you do manage to find one.

As for the reman one, I consider myself lucky if I have one. Period. I haven't seen one since 6months~ after LoR.
On the other hand, allied BOFF assignment ? About 2-3/day. Sometimes 2 on the same character, like klingon + orion.
