Wide-angle DHCs are available via the R&D Crafting system; they are a special project which requires level 15 in Cannon Weapons and a Cannon Weapons specialist DOFF (plus supplies). They are crafted in an unbound state, and therefore may also be found via the Exchange. They are available in all six standard energy types.
Wide-angle Quantum Torpedoes are available as an inclusion with the purchase of the Sovereign Refit starship, on which they come equipped; they can be stripped and used on any other starship. I believe this limits availability to Federation and Federation-allied Romulan captains; I do not think there is an equivalent available for Klingon or Klingon-allied Romulans.
I believe both (I am certain in terms of the DHC) are limited to equipping one per ship.
I don't mean to nit-pick here, but Fed allied Romulans cannot claim the Regent* (Sovereign Refit), so they would be unable to get the wide angle quantum.
*Romulans can use Tier 1-4 ships from their allies, the Regent is T5.
This unfortunately has become so expensive that it isn't even listed on the exchange anymore (more than 500 million EC). So you'd have to check the trade channels if you wanted to get one.
I really hope we see more wide-angle torpedoes in the future. It really helps make a somewhat effective ship with torpedoes equipped.
IMHO they should be added to the crafting system just like the omni-beams. One wide-angle for every torpedo type, only one can equipped per ship. Rename the Regent's Quantum and allow usage of it together with a crafted wide-angle (like what was done with the ancient omni).
