Hello all, I'm new, but played before, quit due to boredom after the scimitar came out. Is it still the DPS king for roms? Or are the new intelligence and command stuff better? I mainly want to PvE, get my reps high then I'll worry about PvP (if there's people to PvP with)

ATM the Scimidar is still the 'king', but with changes to a variety of systems, it's possible to 30K and higher on many ships. In fact previously 'bad' ships have done 50K and higher thanks to these changes.
Note: Delta Rising introduced new difficulty levels. So with the new levels f firepower we have, the NPCS have also increased.
There is a group here in the game that can help with purchase advice if you're looking to play. It's called the DPS leagues, and even if you're not looking to push the limits of DPS, they are a great resource to help you choose. You can find them here in the forums
In my opinion the newer ships all have merit. Intel seems to be the most popular; Command ships are excellent. It really has more to do with your playstyle to determine what's right for you.
As far as ships go, fly whatever you like the look of. Scimitars are T5, it's up to you how much that matters in a post-T5 game. At the moment T6 warbirds are few in number but they are quite potent.
Another question, what are some must get things for high crit and crit sev?
CrtD on your weapons. CrtH Everywhere Else. IIRC the reason is because CrtD on weapons is a higher bonus than anywhere else, making it better from a min/max point of view.
Consoles to look at: vulnerability locators (spire tac consoles), the borg console from Omega Force rep, the Romulan console from New Romulus rep, the tachyokinetic converter from the lobi store on Drozana (200 lobi), and a few others that I'm forgetting. The tachyokinetic converter might be the priciest one on this list, the others are relatively easier to get a hold of. The rep consoles get unlocked after T1 or 2 is reached, I can't remember. If your fleet hasn't reached T3 Spire then you might need to go onto NoP Public Service channel and ask for an invite.
Superior Romulan Operative trait for bridge officers. It's entirely up to you how much you want/need SRO boffs but generally speaking you'll get a couple of purple boffs from leveling.

All of your seated BOffs being Superior Romulan Operative, Romulan Operative Captain Trait, Reputation Traits that boost crit (one is Romulan Rep, forget the other),Fleet Spire Locator consoles in all your Tac console spots, Romulan Engines (Romulan Reputation) + APA and APO3, Assimilated Module (Omega Rep), Tachokinetic Converter (Lobi Store), Bioneural Infused Circuitry (Lobi), Quantum whatsit console(Romulan Reputation).
Anti-Proton -- pure reds, no lockbox or the forthcoming Iconian Reputation, though Ico would be a decent fall back with 10% innate CritD -- Epic with [CrtD]x4 for absolute max (in both expense and CritD). Though, a minimum of [CrtD]x2 with decent other mods backing it up (like [pen]) should be good if you're not going for record-setting.
Ok, glad to see that there's not a whole lot of changes with the crit sources. Any way to boost accuracy? I don't have accuracy mods because my fleet said I didn't need them for pve but I seem to miss more than I'd like to, or is it common to have a few misses in PvE?

You can boost accuracy through your skills. Max out Starship Targeting Systems, it's a commander level skill and it boosts your accuracy. Similarly Starship Manoeuvres will boost your defence. Either one might be overkill for PVE but I like to max them anyway.
There are a few other ways to boost accuracy. The Nukara console has 10% boost to accuracy (IIRC essentially the equivalent of an [Acc] mod) but only for beams. One of the rep deflectors boosts Starship Targeting Systems by some amount, but I forget which rep deflector it is.

scim is still solid. IMHO scim excels at one thing really... frontal aoe against many weak targets with faw spam. The faeht is a better ship for me, its easier to drive, is *almost* as good at aoe spam, and is *superior* at single target damage using surgical strikes and intel skills. Command ships are not dps kings, the tactical command ship is very durable and offers "strong" dps AND group support: it is an excellent ship but its not top dps. It has more than enough, though.
I would first and foremost want a faeht as a rom. Others will tell you scim. You can't go wrong with either one for damage dealing.
