Yikes that build is a mess. First of all I would change all the beams to the same Energy Type, after that I'd ditch the torpedo's for more beams (reason for this is torpedo's tend you hit shields and do less dmg or not hit their target at all because they already blew up, or Don't fire because they enemy is out of the firing arc), Ditch the Dual beam bank for another beam array (the dmg difference between dual and normal beams is minor, the regular beam will fire more often). Change your Tactical Consoles to match the Energy type of the beams. These changes along with the Bridge Officer Skill Changes will give you more dmg on a whole because you will be hitting more targets more often (along with this try to keep you side facing the target your trying to kill this way all the beams are firing at the target doing max dmg, this is called broadsiding (in case you didnt know)).

Once you got all the stuff in the first link you can start chipping away at acquiring the stuff in the second link.
Later on if you get some of the other T6 ships for their traits (Phantom Intel Escort & Tactical Command Battlecruiser) you could change the Tactical BoFF layout to include Attack Pattern Beta.
Now as for as for T6 ship, There is better options then the Gal X, for instance they just released the T6 Galaxy Class ship which has a slightly better BoFF layout. There's also the Tactical Command Battle Cruiser which is better, has one of the best Ship traits in the game. But that's up to you, you can get by with the Gal X if you want to, sure you could probably do better dmg in another ship, but that doesn't mean you can't do all the content in the game in the Gal X.

I would definitely take a hard look at his starter build and give it some real consideration, it would give you a marked improvement in every possible area. It's a durable and more offensively viable build then what you're running now. You can also swap the Fire At Will II for Attack Pattern Beta 1 if you wished to boost Team DPS over personal DPS.. you have some flexibility.
As far as ships go, the Presidio Tactical Command Cruiser, the Andromeda (Galaxy), and the Guardian class Cruisers are all excellent options that are superior to the Galaxy X. Not that the X isn't a good ship, there are just better ones.

If you like Torpedos, use them. The suggestion is just the 'optimal' way, but by no means the only way. A lot of people still use Torpedos, you don't have to do the absolute most possible damage to be effective. If you really like them, by all means keep one up front and use it when you get the shields down.
Always remember, there is no 'wrong way' to play STO. Don't be afraid to roll with what you like.

Well, depends on what Mods you want. If you just want any Phasers, they aren't too expensive on the exchange and you can also buy them with Dilithium through the Undine Reputation Store (Though be advised, those are green. Some people don't like that.)
The best type of beams are the type with CritD on them. Rep Beams come in CritDx2 variety which are pretty effective, especially when you use Locator consoles in your tactical slots. If you want really good ones like CritDx3, the cheapest way is to make them.
Level your crafting to level 15, it will take a while, but you can do 3 Beam Projects a day to speed things up. Once you get to level 15, craft a Mark II Phaser array. The reason you craft Mark II is because at 15 skill, a Mark II weapon has a 100% chance to be Very Rare (Purple) Quality. Most people craft beams over and over again until they get the elusive CritDx3 Beams, then they upgrade them to Mark XII and eventually Mark XIV. This will take a while, and it will cost a good deal of Dilitihium. What I normally do is grab some rep beams and roll with those while I'm crafting and upgrading better beams.
The cheapest, quickest and easiest way by far is to grab CritDx2 Beams from the Undine Rep Store. They're Mark 12 Beams with +40% Crit Damage and they will serve you very very well. They're very nice beams. They run about 20k Dil each.
