Veteran accolades

Anyone else not having all their Vet accolades pop up as soon as their new character is created? Mainly wanting to get my Android boff and the team XP boost
Fleet Advanced Research Vessel T6
Commander Science, Lieutenant Commander Engineering, Lieutenant Commander Universal, Lieutenant Tactical, Ensign Science

    finish tutorial and i think first mission, you need to be a certain level and all of them hit at once.

    You have to level to 5 to get them to appear. It doesn't happen the moment you get out of the character creator. It has always been that way.
