Ok i get that before the republic used stoeln Imperial vessels, but i have to ask, since New Romulas has no shipyard and as far as im aware they control no shipyard, where the hell do they build these ships?

They likely have access to at least some of the old RSE shipyards, even if they haven't yet constructed orbital shipyards around New Romulus yet (or moved them there). Also, the vast reaches of Allied space in the Solanae and Jenolan Spheres probably include areas retrofitted as Romulan (and Federation and Klingon) shipyards.

Shipyards in the Dyson spheres makes the most sense as it would be the most secure locations for the Republic to build new ships without them being targeted by Tal Shiar.

Well to be fair they're probably not in that particular planet's orbit just like those in the sol-system are in orbit around Mars and not around Earth.;)
It's more likely they're near easily accessible resources like asteroid fields for more convenient transport of said resources to them. That would also keep them away from civilian ship traffic.
I'd love it if there were a few dockyards around New Romulus, like those around Earth and Qo'noS. Doesn't need to be anything spectacular, but just a few sets of docks of varying sizes. There's a semi-built model for Romulan docks already - some bits from the Gasko Station model for sure, but also the docking claws in the Solanae Sphere at the cargo lot.
Of course, what I'd really love is a shipyard like the Klingons have. We don't have any walk-around social stations in the Republic, so that'd be a neat addition.

That would probably be it, but if that were so, open the "Vault" to all Republic players as an equivalent to K-7 or Ganalda.

Well, if you look at the map, Gasko station is clearly within Republic territory. Considering that first the Romulan PC rups through the Tal Shiar to liberate the refugees, and then the Fed PC blows through again, destroying all the Borg research....I'd say its pretty well finishes. I doubt the RSE or Tal Shiar maintained forces there after "Desperate Measures", since according to the map, they couldnt even hold Rator or Brea.
When the Dyson ships came out, I imagined that we'd stumbled across abandoned ship building facilities within the sphere that were somewhat automated and able to design and produce ships very quickly to a Dyson'esq template.
In time, the Allied forces could have adapted them to build more conventional faction specific classes.

The Vault is bigger than ESD. Its approaching Death Star size.
The Death Star is the size of a small moon. A Dyson Sphere is the size of a planet's orbit in the "GoldieLocks" zone. Both can easily hold ship building facilities.
