IMO a T6 are money out the window unless you like shiny new stuff. Buy upgrade tokens instead or wait for fleet T6 to arrive.

I would add on (and I own a T6 ship bought with Zen) two more things...
One: Timing - seems like new classes of ships are coming out fairly frequently, so you would do well to wait and see what hits in the next little bit... and I would make it a rule to wait for a Zen sale to buy Zen (whether you are using Dil or dollars)... then wait for a ship sale to buy the ship itself. The discounts are not insignificant and a ship you want to buy today will be there for you tomorrow.
I see so many people get amped off a new ship, then all ragey when there's a ship sale two weeks later or whatever.
Two: Playstyle - some people really dig these Command ships... I like flying around in my Pathfinder because I can use a canon skin and it's all science-wizardy... Figure out what you want to do and get that ship or wait for it to come out (they've been releasing new ships at a fairly constant pace lately).

Then, on Crafting... there's a lot going on there. I would actually Google around, as there are several guides and resources that are useful. If you haven't gotten your R&D Schools up in level, yet, though, the next several weeks are simple...
Slot the Research project for your favorite school (the one you want to get to 15 first - I did Science, 'cos I wanted that Particle Manipulator trait)...
over and over and over... until you open up a second R&D slot (level 2).
Do that again, but now with two Research projects side-by-side, until hitting level 4
Now, slot 3 side-by-side Research projects to level 5.
Once that school hits 5, do the same thing for two other schools until you have 3 R&D Schools at level 5, which will open up a fourth R&D slot.
At this point, switch back to leveling up your primary school with 3 Research projects at a time (and you can either run a Research project for another school in the 4th slot or leave it open for special projects [Omegas, etc.] and Training manuals if you like).
Once that school hits 15, you open up a 5th slot and it gets a lot more complicated (because you now want to start looking into what you want to craft and whether it's worth it)... at which point, I'd maybe start looking at this thread: http://sto-forum.perfectworld.com/showthread.php?t=1172221

Define "new"?
T6 ships unlock the intel and command officer seats. Ships with a cmdr intel AND plenty of tactical consoles and firepower are extremely good for damage dealing -- for example the phantom and faeht are very strong. The fed sci ship is also very, very good. Some of the others are kind of lame .. the kdf raptor, lacking intel seats, is really a glorified t5 ship in terms of performance. The command ships are kind of tanky; you can get solid but not top damage from the tactical versions while supporting the group, which has a lot going for it...
crafting? Broad topic... getting to rank 15 the fastest costs a LOT of in game resources (be it dil, EC, materials, or whatever). Get there cheaply is easy: do the daily 20 hour project in each school. Prioritize helps... what do you want to make, and which rank 15 traits do you want ... focus on the stuff you need first. You can buy almost anything craftable, with the exception of extremely top end mod rolls, for relatively low prices now. For example a botched weapon (critdx3 and 1 random mod) is fairly cheap now, and more than good enough for most people.
anyway getting to 15 the fastest: farm dil, mash "finish now" a lot.
getting there the cheapest: do the daily every day in every school that you can with the slots you have open.
character efficiency? Did you mean crafting, or in general? crafting apart from the above tips... when you USE it make mk II items and upgrade them, its less hassle than making mark XII and upgrading from there. In general? Be a rom tac in a scim or faeht using beams to kill "efficiently" (or, to one-shot everything in a 10km radius). There are thousands of pages on how to build an OP damage dealer, complete with links to builds with every item, officer, skill, etc shown... efficient in other ways? Ask a more specific question?
