The idea of a test server is to fix da stuff BEFORE your customers get to play with it.. to see if it works.... Ya know.. like OHHHHHH FEATURED MISSIONS...
Really wierd this is showing up...somebody did something wrong.. or maybe they didn't... could be something going on.. bet-cha money nobody gonna cop to anything.. at least not out in the open..

Why? They don't use the existing ones as Test Servers.
Um, the test server (Tribble) is usually more for previews. Redshirt is usually only used for patches that are not upcoming (like for season 10) while Tribble is the preview server for new seasons and expansions.
As far as the whole not using the current ones, if you're talking about for stories, then its true they don't use the servers for those. Except for expansion stories, featured episodes are usually kept a secret until they're released, otherwise people can spoil the episode.
Farktoid, one of the devs, actually stated they do run through things as much as they can. While they usually try to catch bugs as they happen, it seems that there are ones that may pop up that don't get caught by the QA team. Hence why some players run into bugs but others don't and why it may take a while to fix bugs.

Like I just said, unless its an expansion, they don't usually release episodes to test, mostly because they wish people remain surprised when playing.
I've only been here since F2P launched and here's a list of episodes we've seen released in that time:
2800 Dominion episodes
Alpha (Klingon)
Temporal Ambassador (third Anniversary)
Sphere of Influence (pre-season 8 story)
Step between Stars (fourth anniversary)
Surface Tension (Season 9 launch)
Dust to Dust (fifth aniversary)
and the most recent, Uneasy Allies
If they let players test episodes, they'd have to pick people to test and make it NDA so the lucky people don't spoil it.

Edit: Not working, I just get this message when I try to launch: Unable to start game client: The system cannot find the file specified.

Probably is. And probably, as a safeguard, you need a file that doesn't come in any form of download, but is a direct USB file or something.
