Is this a bug in ground missions?

  No, I have seen it myself. Probably a group buff or AoE buff. Lots of new gimmicks have come into the game with the cape increase and the specializations. What's the point of it? Am I supposed to go gung ho because of the buff? It is all too random to make use of it in your game play.

  I think that's one of the Ground Command abilities, Strategic Analysis or something like that. One of my BOFFs had that ability equipped while I was doing the new FE and it did just what you described.

  The blue armor is indeed the sign that someone in your team was using the ground command ability "Strategic analysis". The screech you describe is also a Command ability, but it's not Strategic analysis. It must be Take cover or Delegated Devastation, since i use them on one of my toons and have this same (annoying) sound.

  I saw that power a lot of times. I too think that it is a Command Module's effect.
