Not quite as simple as it sounds, as you'll see in a second, as I have 2 choices to make.
I'm gearing up my KDF alt with antiproton weaponry. After spending ages crafting I got 2 DHCs, 1 DBB, 2BAs, and the Crys. Torp. To finish my loadout, I got the Obelisk Beam Array plus the warp core for the 10% AP damage.
Comparing the stats (even putting together a spreadsheet!) doesn't make things much clearer as no one set stands out for me. As a PvE raptor pilot I'm looking for durability (both shields and hull) first and foremost. On the face of it, the Kobali deflector offers both hull and shield HP & Regen, but their engines seem to be the worst; the fluidic engines seem the best/ And I've no idea about the shields :P
The other choice I have to make, since I'm currently flying the standard Peghqu' and have access to the Mat'ha, is to fly it or the fleet Peghqu. Given my loadout the choice boils down to whether I want a beam array fore or aft.
If you're after general tankiness, The Solanae set is solid(and easy to get).
Otherwise, it might be worth considering the Romulan Engines and either the Nukara or Counter-Command Deflector/Shield if you want to do a bit more damage.

Personally I like using the Fluidic Engines and Deflector with a Fleet Elite Resilient...weapon choice wise just stick a KCB in the back with the two omni AP beams...so you'll have 3 360 degree weapons in the rear and your forward weapons are already chosen.
EDIT: I just realized the Raptor is 5/2...well then you can just throw the two omni beams in the rear and pick up another DHC.
Hard to say which to take...they both have their ups and downs...personally for how you're equipping your ship I may prefer the Peg...but then again I suppose it depends on if you want to use that Lt as Intel and take SS I?

Can't take surgical strikes- it's LtCdr and above. Were you referring to Override Subsystem Safeties?
Just to muddy the waters further, I have enough spare zen to access plasmonic leech in which case that one more console slot the fleet Peghqu' offers would come in very handy.
I'd completely forgotten about the Solanae set bonuses, those certainly would be good for tanking
if you go cannons take the Undine set (consolex2, torp and turret) - it improves your disruptor damage by 7% (that's about one +26% tac console - or at least it is if you use the tac console fro mthat set) and gives you heavy turret barrage

First thought, Honor Guard with the Undine rep deflector (the Jeremy Clarkson school of battle)
Second thought (and the one I've been using for some time now) Borg rep. On an Engineer in particular the high regen does work very well to sustain the heavy firepower where you're already lacking high passive HP/SP bonuses. Plus it must be said that warp factor 14 is going to be more relevant after the sector block revamp, so there's some general recommendability there too.

I made several test
my eng is flying the Peghqu, and my lethean a raptor
my conclusion : Nukara Deflector + engine & Dyson shield (for the regenerative proc)
I tested Borg deflector + shield & Romulan engine and also Nukara deflector + shield & Romulan engine, the best solution for me is Nukara Deflector + engine & Dyson shield
the 2 pc Nukara gives you a removes effect when weapons is disabled and when you want to do dps your weapons need to be on + the regen of dyson shield, even if it's 10% bleed and less shield capacity than borg or others
if you add the attack patern buff from pilot, then your survability will be very good
Dyson shield - 100k shield heals during any borg stf on my defiant without using a heal. Also this shield is low cap and high regen so it works best on escorts.
Borg 2pc - hull regen is about as good as you can get.
None of these will help your offence but will keep you alive more than most any combo.
Some great suggestions, guys. My rep is at max level for all six sections so there's no obstacle there, looks like I have some combos to try. I'm crafting superior upgrades in preparation, regardless of which set/s I end up using :cool:

The MACO impulse engines have a similar effect, it has a boost to starship driver coil. I don't know which offers the greater bonus.
