  You will find him just past the minefield barrier in allied space iirc unless he moved elsewhere since i last ran it

  Everytime I've done it, he's been in the minefield. He's also been what my scanner finds when I hit 'v', so I've never had trouble locating him.

  He is in the minefield and marked pretty good.

  Make that mission your primary. Go to the location on the map and he will appear.

  Make the mission your primary mission and check your map for the gold circle. You're looking for wreckage in the mine field. Specifically there will be a tiny Voth shuttle in the middle of it, and when you have the mission there will be a tiny contact icon hovering over it. But it is tiny.
