It's a nice idea in theory. But then they'll just jack the cost to around 3500 Zen or 4000 Zen and restrict it to a single-character unlock.
However, I don't think it's going to happen; IIRC, one of the agreements made with CBS is that they cannot directly sell a non-Faction ship. Thus all the roundabout ways of obtaining one (Loxboxes, Lobi from Lockboxes, or Promotions).

That ship has long sailed. The players had the choice to boycott the lockbox ships when they came out to prevent Cryptic from going down this route, but far too many players proved to Cryptic that this was a successful method of acquiring revenue from their players. Lots of players have spent hundreds of dollars for a single ship so it just proves that Cryptic can acquire more revenue by selling these ships through lockboxes than through the C-Store.
Besides all of these ships are alien ships or from the future in the case of the temporal ships that we should not be able to command. If Cryptic starts putting faction ships into lockboxes instead of the C-Store, then I will be one of the first people in line to complain about it to Cryptic.

Above phrase has caused havoc in 2014 at Linden Labs, a much bigger developper then Cryptic. Bare that in mind.

Unfortunately for the anti-gambling crowd PWE's lawyers were careful to make sure lock boxes don't meet the legal definition of gambling. So despite all their foaming at the mouth, lock boxes are here to stay until the law changes.

5 years of play- close to 4000 overall boxes and promo packs (which award grand prize ships) and only 2 EVER "won"
