It should have no weapons.
Would be a disservice to the man and his character if his name was plastered on random dps tool number 08/15.
Actually, do not make a ship at all. Thats creepy.
Although, Mr. Nimoy did do a lot of lore for the game via his voice overs. Perhaps naming an NPC Ship after him would be better.
as for the idea itself, spock stuggled with his human half and his vulcan half for a long time and he was generally reluctant to find himself in a violent or potentially violent encounter without a purpose. he was more commited to peace then war. yet there has not been any ship added to the game for spock who was lost when the romulus star went down like a roman candle, thats 4 years in the real world and 1 year in game. even if petitions were allowed my answer would of been no on these grounds.

They're adding a standing ingame memorial.
The spock that practices logic but also understands he is half human and that emotions, informed by logic, are an integral part of us.
I'd like an NPC that you could interact with that would somehow give that message and continue the legacy. Maybe an NPC with famous Spock quotes?
But, costwise and timewise, a statue or monument (such as a beautiful fountain with a meaningful spock quote) would be fine If STO went that route, perhaps a floating monument in space?
The Irony of spock's "rebirth" in the II,III movies is not lost on me..
I also am not interested in a ship. It feels weird and also like a cheap grab for another in-game item.
I think that while us real people behind the toons are saddened at Mr. Nimoy's passing, a monument or plaque to the memory of Spock would be the most appropriate.

Available as a non-combat vessel, basically a Doffing ship for Feds and Rommies, a ship designed for humanitarian and diplomatic purposes.
I was thinking I'd like to see a Trio of ships like these, Montgomery class engineering ship, think Seebees, Starfleet corpe of engineers.
And finally a McCoy class medical relief ship.
Now what would be the actual purpose of these ships, well have them give Bonus's to Doffing missions.
Reunification Science & Diplomacy
Montgomery Engineering
McCoy Class Medical
Then give KDF a ship that gives a Bonus to Maruadering & Tactical
Romulans get a Ship that gives a Bonus to Espionage, and can also claim the Reunification Class.
Yes Feds would get access to 3 ships, Fed allied Roms access to 2 ships, KDF allied Roms access to 3 ships, and plain KDF access to 1 ship.
I am a primarily KDF player, and I think a boon to Maruadering is good enough to offset the lack of ships.

I'm already expecting it to be a Failboat or underwhelming at least, seeing the recent track record of shipyard garbage coming from Cryptic lately.
I am wary of anything that would cost money being labeled as a tribute, especially this quickly.
If we're talking a tribute to Nimoy the man, maybe a free DOff or an NPC and I think there will be a Spock/Nimoy tribute in game next week.
If we're talking about a ship...? And a paid ship? It should be squarely in tribute to Spock the character (not riding on Nimoy's coat tails), it should be much further down the line. Maybe for the 50th, as part of a line celebrating the entirety of Star Trek, not a tie-in to the death of a man.
Technically, there is two, the starship and the shuttle.
Personally, I would go with the Jellyfish ship from Star Trek 2009. It is the ship where Spock saved the Milky Way Galaxy from the Hobus Supernova and sent him to the abyss known as the the JJ Universe.
