You can change the ship material to look like regular Starfleet instead of 'stealth bomber,' but the shape you see is the shape it gets. If you have the other Intel ships you can swap warp nacelles, but thats it.
Mastery on the Phantom is Reciprocity, which lowers cooldowns on all tactical and intel abilities whenever someone shooting at you misses. Its flat-out OP.
Mastery on the Eclipse is Battle Ready, where use of Engineering abilities boosts your Defense by 7.5% per proc (max 3 procs) for 15 seconds. You can imagine what that does when combined with Reciprocity.
The Phantom is intel/tactical. The Eclipse is intel/engineering.
They are both nice ships. I like the cruiser more but the phantom mastery is a must have. Both put out loads of dps. They won't really shine though until we get fleet versions.
The Eclipse is downright nasty when running with the intel abilities override safeties and surgical strikes. Combined with an antiproton build and a high level of critH & critD it can completely massacre anything it points its guns at.
I've been running one with an antiproton DBB build and it was lethal. I'd say it's one of the best Fed cruisers in game right now, easily the closest match to a Scimitar you can get Fed side.
Phantom is probably the best Fed escort at the moment (Aquarius is pretty close though with all its uni boff slots). It is what the Defiant should have been and that Reciprocity trait is amazing. Slot it on a ship that moves fast with high defence value and you'll pretty much have a free A2B build running with all your tac abilities on global CD.
This ship works well with cannons or beams.
I own both of the ships and both traits sync well together cause the + defense trait of the eclipse helps reprocity proc more often. Also whats really nice is you can put almost the same abilities on the phantom as you can on the eclipse because of the commander intel slot which is really nice because OSS3 and SS3 are a deadly combo. Also i switched the nacelles of the phantom and eclipse and made both vessels looks much better.
Im thinking of going for the phantom does it have inbuilt cloak? I thought escorts are better with cannons didnt realise beams would be as effective, is it similar in power to the defiant?
phantom is way better than defiant , it's trait is useful for any build-ship. The dual heavy cannons ... those are weak compared to beams at eficiency. Oh and yes it has a inbuilt cloak.

Well the dch , hmm , it seems they ware nerfed... i was using dhc a year ago on my Aventine , when the DR came out i allsow come back to game , tested my ship an saw i have good dmg output just at very close range and on a sigle target . After that i tried dbbs and i got much more dmg overall. So the dhcs are good only on single target at a very , very close range. Allsow the skills are better FAW and Overload , compared to scatter v. and rapid fire. Make a test and you will see. Oh and the most important , beams have better synergy with surgical strikes , faster fire rate.
Well i got plasmonic leech so that should be great for keeping power levels steady, also i have alot of flight speed, i thought dhc werent as powerful i used to take out stuff fast but lately takin more hits to do so
Think i might get both the traits sound good and always nice to have new ships to mix it up, the eclipse looks like a prometheus i think, i know you can customise your starship but cant see what you can add from eclipse to phantom

The look of the cruiser has grown on me over time, and it looks good to me with both the Jem'Hadar and Romulan/Reman space sets.
I'm still not very fond of the stubby little escort design.

It's harder to feel like Captain Awesome when your ship looks so wimpy
