I'm looking to build an escort capable of shredding through PVP tank builds. My friend 'Diana' developed a particularly lethal build with 'Yoda' that has insanely high resists and I'm sort of picking her as the model tank I wish to destroy. Heavy tactical based but with respectable defense.
Weapons - 4 x DHC's, 1 x Dual Beam Bank, 2 x turrets
I will acquire a full set of Vaadwaur Polaron and Elachi Disruptors, maybe some Anti-Proton. I'm thinking [ACCx3][PEN] would be ideal.
Consoles - 5 x Spire tactical consoles, Conductive RCS, 3 x Fleet Neutronium/ RCS, Plasmonic Leech, Field Gen.
I'm not certain about the science consoles, especially since the Plasmonic leech will conflict if I use the M.A.C.O. Shield, those are just place holders for now.
Set - M.A.C.O. Resilient shield, I'm thinking a tank deflector like Honor Gaurd/Adapted M.A.C.O. I like my fleet core the way it is with power drain resists unless anyone can give me a good reason to switch. Engine, I haven't a clue. I like the proc from the Omega force shield and the two piece bonus strips shields, but I'm not sure if proc's or raw stats are better.
BOFF Set-Up -
Tactical
APO3, BO3, CRF1, TT1, APB1, probably another TT1 but maybe a target subsystem.
Engineering
RSP2, A2D1, ET1, A2B1, EPTS1
I'm considering using EPTS3 or ET3 since I'm only running one copy of A2B and maybe EPTW1 in the ensign.
Science/Intel
ST, Evade Target Lock
DOFF - 3 x Technician, 1 x RSP Doff, 1 x A2D Doff, 1 x ET Doff
Reputation Traits - All the tactical ones
I'm going heavy tactical with avoidance as my primary defense, but I want to be able to take a punch as well so balancing my engineering skills is critical.
Are any of the procs worth getting over antiproton?
Well, it's a tank build, so the antiproton procs or antiproton set proc would offensive, rather than defensive, negating a tank build.
Wait. I just messed up here. I misread it. Tank shredding, not tank. Well...
No need for much defensive, need for much offensive. You have the speed tanking already. Just go b@lls to the wall firepower. You have 5 fore and a cannon ability proc to harden your shields.
Honestly, I would start with changing your energy type to either disruptor or antiproton. If you're using the console, then possible switch to polarons, all-in.
Just my opinion. I haven't had a chance to unbox my Manasa yet.
okay first step OP, if you start with the attidude "This is going to shred X ship", prepare to be sent back to spawn in flames
That's right, in PvP one of the best ways to get killed is being overconfident. There's no such build defined by your standards; what you want to do depends on the pilot, aka you.
Second, AtB cruisers are long gone. Forget owning them :P
the way to go now is doffed Inertials, but the longer uptimes are sometimes cause of panic, that's why the perma-AtD cycle is used only by a few people.
Elite Phasers are horrible, use another variant
set is your pick, really depends on what you want to do.
As far as it goes with the build itself (boffs, weapons, consoles, doffs), I'll leave the task to you.
Sorry but as a personal decision, I don't help building broken ships. Your class sadly falls in that category. I can tell you there are a few issues I see for what it concerns console balancing.
The above is general PvP knowledge, it applies everywhere.
Weapons - elite fleet phasers for the heal proc
But I'm open to suggestions for higher DPS weapon types
The elite fleet phaser shield heal proc is pretty bad, in my experience. I wouldn't bother. If you wish to shred tanks, you'll be best suited with either Vaad Pol (to strip shield resist), Nanite Disruptors, Elachi Disruptors, or a mix of those.

Well no need to imply I'm a noob.... I wrote the above hastily so I'm going to edit it to make it more detailed. I have not played much since Delta Rising launched so im New to Tier 6 and Intelligence officers. That being said, in five years on this game I've learned a few things. I have never played PVP much so this is my first pure PVP build...
Well let me put it another way for you any good PVP tank worth his salt will tell you if you're coming alone you're not gonna kill me you better bring friends as I always like to say while you attempt to kill me I just want you to know I'm eating a sandwich and baking a cake while you're furiously button mashing

Tacs are overrated.
