First off, I'll take myself as an example. I fly the Vesta - Science edition, and love the 3 console immunity shield when running CCE - I'll just shield away that second pulse... Deflector phaser gets lots of use, AoE heal has saved me from a trip to the spawnyard and/or helps others not respawn, all that's left is for me to master the kinetic reflector console and play "ping pong that nasty V'Ger torpedo back to sender"...
Now, if (for the modest) fee of $2 per console converted, I could drop those 3 consoles into my device slots (yeah, no more RMC for me, but I rarely ever use it anyway) letting me slot an extra phaser tac console, an extra part gen console, and more neutronium, suddenly my offense goes way up and I still have my "bag of tricks" including invulnerability shield...
Heck, I might start converting slowly at $5 per console. Maybe even leave the RMC in at the cost of not slotting that second neutronium...
So yeah, I could see the raw profit in this, at the cost of "gameplay balance".
Then I remember power creep and what that does to "balance"... <facepalm>

And what exactly is your basis for believing this would be a profitable endeavor?
Because we would all be yelling about buying power while at the same time buying them as quickly as possible in case the devs changed their mind in the next few hours.
Im not saying its a good idea or bad but it would defiantly make ships more powerful. For some ships that could be I think 5 more console slots.

People would be scrambling to buy all sorts of extra consoles to update and then buying whatever resources needed to update said consoles. I imagine more ships would be sold in the Z store from this.
What Cyptic really should do those is setup an R&D device school that does something other then batteries.

in other words - gap between profesional players (which are MAIN reason for great hp/regen buff in dr) and causal players will even widen, and because craptic reacts mainly to pros plaers with nerfs...if will game even more unpalyble for causal players.

if ou are fan of time consuming grind fest - go play some asian mmos. dont ruin sto for others.
I'd make ships with consoles restricted to that class have special slots that could only take that class's consoles.
For example the Kumari consoles which only work in Kumari class ships go in the special slots on the Kumaris.
Assimilated, Gel-pack, etc., etc., still have to go in the normal slots since they aren't tied to a ship class.
The Defiant's cloaking device should probably go in one of these as it's tied to only a couple of ships and there wasn't a Defiant three pack.
well, this is something i can sign, universal consoles still be locked as they are now, but ship specific ones, can be "ulocked" - this will make some ships much more interesing to play, like doomed t6 patchinder.
The main thing with all these fancy consoles is that if you want to slot them then you sacrifice something else, be it armour, science boosts or weapons boosts. That's the trade-off for having slotted a variety of special consoles that give you all sorts of fancy passives or clickable powers.
If you could just slot them as devices then power creep would go through the roof as everyone and their dog slots uni console sets or all other the super-powerful ones like leech, valdore console etc whilst not loosing any console slots.
What I would like to see on the other hand is maybe something done to make the uni consoles more appealing to players. Most of the uni ones that come with ships are either too specialist or severely lacking. And the way the game is now sacrificing your build just to slot a very specific 2 min CD ability console is just not worth it.
The newer command set consoles seem to be aiming for this approach.
