So after a couple of months away I decided to have another go today. Not only are all my boffs messed up but when I figured out how to get their old skills back I couldn't even recognise what they were. Who's crazy idea was it to change all the icons? Needless to say I couldn't be bothered to learn all that lot again so quit in frustration. Why does Cryptic keep making it harder for me to want to login?
Is it just me, am I being mardy, or do I have a point? I don't know, I can't seem to get any enthusiasm for this game any more and that's pretty upsetting after being here so long.
I'm sure change hurts; but there's a reason they squeezed in a little tutorial to help explain the entire setup. Which is actually more beneficial in the end once you know how to work with it (doesn't take long).
Also, you're late to the conversation. You could at the very least, spend a few minutes experimenting with the systems if you're too stubborn or shy to ask for assistance with it or using the help icon.
I'll give you a few hints:
- Teach your favorite Boffs any and all skills you want them to know. They won't lose it.
- Set your most commonly used skills on your Boffs in the [Skills] tab.
- When you set them in the [Stations] tab, you have the option of changing their skills just for that ship. Saving it as a loadout saves their altered skills.
- For now, you might still need that throwaway Boff with a rare Skill you need (such as TS3 or CSV3). But Cryptic is working a way to make them trainable again.
- It would also help if you at least read the update notes on the Boff revamp.

Yes, with all these changes I, sometimes feel as if I am no longer playing the same game......
I have found the links in this blog post to the pictures illustrating the changes very helpful:
Dev philosophy seems to go like this these days: "Is it relatively bug free, are there few if any players requesting it, and does it fit into something we'd like to monetize?" If yes, it gets worked on.
That's pretty much why. How it was noticed? Well I'm thinking a dev jumped in game with a nice computer playing with high resolution.

the new icons take 20min or so to get used to, but are superior to the old ones by far, and far more intuitive to determine at-a-glance. Despite some hiccups on the new boff skills screen and stations screen the new system is also superior imo.

I concur regarding the icon changes. I saw no need for this change, and the new ones aren't an improvement.
I feel that for the most part, the new icons aren't distinct enough to spot quickly.
The engineering icons in particular are way too busy. Emergency power to shields, rotate shield frequency, reverse shield frequency all have TINY and subtle differences, that are still hard to recognize after a few weeks of playing.
OP was basically ranting over something trivial. And in fact said:
Needless to say I couldn't be bothered to learn all that lot again so quit in frustration.
Which defeats the entire purpose of their rant. They just don't want to adjust to something that takes only a few minutes, nor look up the altered icons in the link provided by the poster below mine.
So yes, I did read, and I ignored their petty whining to focus on the real issue at hand; that OP doesn't want to take a bit of time to adjust. I even gave hints on how to use the new system just to help speed up their adjustment to it.
But hey, if you want to have a pointless discussion over a rant from someone who outright stated they're unwilling to spend a few minutes to relearn, by all means, go ahead.
I might add, you didn't answer the question to any reasonable satisfaction either.
IMO, the reason they changed the icons is to make it more clearer what each icon did. Some of the old icons are abstract art where there is no idea to know what a power did just by looking at it. STO Veterans are used to the icons so even though it is abstract art, we have used the powers enough so changing the icons to something more practical is harder for Veterans than keeping the same old icons. STO newbies, on the other hand, haven't spent as much time in the game so these changes will make it easier for them. There are a few changes that are strictly for newbies like the icons and streamlining the older missions.
The UI delay is being dealt with in the patch tomorrow.
For the most part I like the changes, some are easy to recognize, others mean I have to re-enable the mouse over description which does take from the immersive experience in space, and utterly kills it on ground.
Having said that - I am slowly getting used to them. But the one-two-three punch of lagging UI, Officer dropping AND new icons have made the game overly challenging.

The full answer is in the link posted after mine. You're answer didn't cover even a quarter of that.
Which it isn't.
