How do you get the Delta Quardrant transwarp?

I have one character the is only about level 53 from a few Argala runs, but mostly from the winter, and anniversary grind, and some Doff missions. But this character has the ability to transwarp to the DQ, but my level 60+ main that has done all but about three of the episodes still doesn't have it.

Is there something I missed, or is it another bug?

    You get it by unlocking tier 1 (or 2) in the Delta Alliance reputation.

    Ah. Then I guess I need to do that. I was putting it off for after the anniversary grind so I would have something to do. Guess I will start it in a few days.

    Tier 1 of Delta Reputation.

    Similar to transwarps to Defera system, Tau Dewa sector block and Allied Sphere respectively for Tier 1 Omega, Romulan and Dyson Rep.
    TOIVA, Toi Vaxx, Toia Vix, Toveg, T'vritha, To Vrax: Bring in the Allegiance class.
    Toi'Va, Ti'vath, Toivia, Ty'Vris, Tia Vex, Toi'Virth: Add Tier 6 KDF Carrier and Raider.
    Tae'Va, T'Vaya, To'Var, Tevra, T'Vira, To'Vrak: Give us Asylums for Romulans.

    Don't make ARC mandatory! Keep it optional only!

    Actually... you apparently unlock it at EVERY tier of Delta rep... Seriously... ALL the Delta Rep tiers show a transwarp icon as a reward.... why? no idea, it seems to always go to the same spot.

    I think this was Cryptic's "brute force" fix for some people on Tribble not getting it at tier 1. As far as I know that wasn't happening on live, but with Cryptic's history of resurrecting fixed bugs a solution waiting for a problem will usually get what it's waiting for.

    I did not see any mention of DR Transwarp until I reached tier 5 completion (i.e., finished DR Rep Grind).
