Before I write a bug report I'd like to know if this is really a bug.
I just did infected ground on normal. The borg apparantly had the ability to completely ignore our shields, which caused us to die frequently.
I'm aware that plasma damage over time has always ignored shields, but they even hurt us with our shields still at full capacity, and there wasn't a little icon that normally indicates plasma damage or other DOT's. So it appears all of their attacks simply went right through our shields.
I've seen this happening a few times now, I don 't remember if it happened in other missions as well but I'm certain it happened multiple times in infected ground.
(Yes, I know, it's only normal, but still. Without shields, or actually, with shields that were completely ignored, all the plasma damage was too much to take even for my medic character that can, under normal circumstances, solo most ground enemies.)

To give you a proper answer....
Yes it is a bug, it happens every once in a while and seems to persist until you change map. So as long as you're in the mission odds are you're shields won't be working properly. That said I've only ever known it to happen with the Borg and very occasionally.
We did have a video of it happening we sent to Cryptic but as with most other things it doesn't get fixed, you were just unlucky to have it happen.

I no longer do any Bug Hunting work for Cryptic. I may resume if a serious attempt to fix the game is made.

I haven't seen this happening in the past two years on ground maps however. Only recently did this start happening.
And this is entirely different from the invisible torpedo problem that has, as I know, plagued space missions for a long time. This wasn't just one shot, nor was it invisible. The borg ignored our shields for almost the full duration of the mission. I even tried removing and re-equiping my shields and armour, shields, armour and weapons multiple times but it would't make any difference.

Ok, thanks for your answer. Too bad they won't fix it (like they also haven't fixed remodulators that don't work half the times), but at least I can stop worrying now since I can't do anything about it anyway lol :P
Borg one-shotting through shields (often with invisible torpedoes) has been a thing since Season 1.
I can still remember the lances on hive onslaught doing that at insane ranges, man was that painful
