promotions in new boff system

I can't seem to figure out what I need to do to promote a boff past the first rank. I don't see anything that indicates what progress I have left to promotion to next rank. Is there a timer involved or something? Is there a good overview on this new system somewhere?

    Click on the exact boff you are wanting to promote, go to skills for them, look at the bottom right section should have an option to promote them.

    You can also promote a BO from their Status tab. Choose "Promote" from the Career Options pull down located at the bottom of the menu screen.
