The "Server not responding" and rubber banding issues are a big problem for european users.
For a lot of players the game is unplayable for months now at the evening in europe.
Especially on Thursday. If the people come home from work, the server is down for maintenance. After the maintenance the time begins where the game is unplayable because "Server not responding".
About a month, Cryptic didn't explain this issue and only communicate, that there are working on it. But there is still no solution.
We also didn't know if this is a problem with the network or servers of Cryptics datacenter or it is a routing problem (maybe trough Cogent).
I have also a very bad ping from Germany about Vodafone. But the game is playable for me in the afternoon with some rubber banding.
International STO community. Some of the local post I have read indicated that German players think that the devs are not listening to them because its local forums only. He wants to know how the rest of the world deals with it in the hope to get a devs or publishers attention.
I hope he wont be disappointed.

From my own (admittedly anecdotal) evidence, I think it's a problem between mainland Europe (at least Germany, anyway) and the US.
I had very few connection issues at any time of day whilst living in the UK (up to October last year), but since moving to Germany both mine and my wife's accounts suffer from SNR's and random disconnects. These can happen at any time and on any day, but as soon as 7pm-ish UCT comes around you can bet your bottom Euro you'll get booted at least once an hour, and lag becomes a major issue.
When it happens, from looking at traces and stuff it looks like as soon as you hit mainland US at these times you're ping goes mental and it's dropped packets ahoy.
Thinking of the time difference between us and the US, I think it's no great leap to see what 'causes' it. The problem is I don't know what anyone can do about it.
For what it's worth, I'm playing from Germany as well and I do not have any noticeable problems, but it might be that I'm not around when the problems are most notably. Though I would suspect there is a distinct possibility that it's a problem with some German ISPs. The other issues though are widely known, the BOFF slots going vacant is maybe the most annoying one to me but I think we just have to wait for them to fix it... eventually.
The German translation is something the developers have nothing to do with, though. I think localization is the publisher's job, I think there is nobody in this forum responsible you can adress this way. I never tried the German version to be honest and the few examples of it I got proof my decision was the most sensible one

Despite the OP's bad google translation, this jist of it is that us guys over in the UK and Europe suffer alot of disconnections and rubberbanding, especially in Crystal. It is bad, and I mean keyboard destroying bad! As the OP mentions, there have been many 'Server stability' updates. These have not resolved the issue, and have seemingly made things worse.
Edit: I have run a few ping tests at times when server stability was bad, and it is always at the East coast side of the USA when things hit a problem.

the Problem in Germany is - we allway say to ouer Community Manager, ther a a Problem.

A patch goes to "fix" something, breaks something else, and then takes several updates later to fix that
